Hurricane Irma: At Least 9 Dead In Caribbean Islands, Heads Toward Puerto Rico

At least nine people died after Hurricane Irma hit Caribbean causing widespread destruction and reducing buildings to rubble.

The small island of Barbuda is said to be “barely habitable”. Officials warn that St Martin is almost destroyed, and the death toll is likely to rise.

Irma, a category five hurricane, the highest possible level, is passing north of Puerto Rico.

Two other storms have strengthened to become hurricanes.

More than half of St Martin’s three million residents were without power as Irma caused heavy downpours and strong winds. Officials have said that power could be cut off for several days.

The most powerful Atlantic storm in a decade had wind speeds of 185mph and was expected to pass near or just north of the coast of the Dominican Republic on September 7.

Hurricane Irma first hit the dual-island nation of Antigua and Barbuda. At least one death, of a child, was reported on Barbuda, where PM Gaston Browne said about 95% of the buildings had suffered some damage.

“It’s absolute devastation,” he said after flying over the island, home to some 1,600 people.

“The island is literally under water. In fact, I’m of the view that, as it stands now, Barbuda is barely habitable.”

However, Antigua, with a population of 80,000, escaped major damage, with no loss of life, he said earlier.

Almost 95% of the island is destroyed, according to officials.

Significant damage was also reported in the Dutch section of St Martin, known as Sint-Maarten.

Sint-Maarten’s airport, the third largest in the Caribbean, has been destroyed.

The Dutch defense ministry said: “The picture is of many uprooted trees, houses without roofs and pleasure boats on land.”

According to media in the Netherlands, the Dutch navy has sent two ships from nearby Aruba and Curacao to assist locals.

President Donald Trump said he and his aides were monitoring Irma’s progress.

“But it looks like it could be something that will be not good. Believe me, not good,” he told reporters at the White House.

Projections suggest Irma could hit Florida on September 10.

Officials started evacuations of tourists and residents of Florida Keys, a resort archipelago.

Flights to and from several airports in Florida were being suspended, while Orlando’s international airport said that commercial flights would stop from 17:00 local time on September 9.

A state of emergency had been declared for Florida, Puerto Rico and the US Virgin Islands, mobilizing federal disaster relief efforts.

María Pilar Abel Martínez, the Spanish woman who believed Salvador Dali was her father, is not the surrealist artist’s daughter, according to DNA test results.

The tarot card reader, who was born in 1956, says her mother had an affair with Salvador Dalí during the year before her birth.

A judge in Madrid agreed the artist’s body could be exhumed for testing in June.

Now the Dali Foundation says the tests carried out have conclusively proved the two are not related.

A number of Salvador Dali experts had raised their eyebrows at the claim before his body was exhumed, with biographer Ian Gibson noting the artist’s own claim of: “I’m impotent, you’ve got to be impotent to be a great painter.”

It is not known how María Pilar Abel Martinez, who had been told from an early age she was the Salvador Dali’s daughter, has responded to the news.

The Boston Red Sox is accused of illicitly using an Apple Watch to gain the upper hand in a recent game, a Major League Baseball (MLB) investigation has reportedly found.

The Red Sox used the device to receive messages about what kind of pitch was about to be thrown, the New York Times reports.

That information was then relayed from the dug-out to the batter – giving him an advantage.

It is unclear what kind of punishment Red Sox might receive following the investigation. The team is currently top of the American League Eastern division.

The New York Yankees – the team whose complaint provoked the probe, provided video from a three-game series that took place in August.

In baseball, the catcher, crouched behind the batter, will signal to the pitcher what kind of ball should be thrown, such as a fast ball or slider.

Typically, the catcher will hold up a number of fingers to relay that message.

These signals – known as signs – would be very useful to the batter if he could see them, but he’s looking in the other direction, using only the pitcher’s posture and grip for guidance.

Stealing signs, as the practice is known, involves a team member seeing the opponent’s signal and somehow relaying that information to the batter in the short window before the ball is thrown.

The MLB investigation found the Red Sox would have an off-field person watching a camera feed of the catcher. He would then contact the dug-out via the Apple Watch, and that signal would be passed on from the dug-out to the batter.

According to the New York Times, MLB will now look to see if the Red Sox had used the technique in other games.

Stealing signs by analogue means – such as a team mate at second base seeing the catcher and revealing the signal to the batter opposite – is legal. However, using a devices such as binoculars or electronics to aid the process is not.

Teams have long used ingenious ways to steal signs, including in 1951 when the New York Giants’ Bobby Thomson hit a World Series-winning home run, a hit later dubbed the “shot heard round the world”.

It was revealed some years later that the Giants had a team member in the club house opposite using a telescope to spot signs.

Joel Sherman, a baseball columnist for the New York Post, said on Twitter that MLB must clamp down on mischievous uses of technology in the sport.

He wrote: “MLB must rethink how it polices tech use. Perhaps no electronics at all in dugout.

“Also, teams might have to rethink how signs are given on field by going to verbal signals or eliminating putting fingers down as the lone way to convey pitch selection.”

Director Colin Trevorrow has decided to leave Star Wars: Episode IX because he and Lucasfilm have differing “visions”.

Star Wars: Episode IX is expected to star Daisy Ridley and John Boyega and is due out in May 2019. Lucasfilm will now seek a replacement for Colin Trevorrow, who is best known for directing Jurassic World.

The director’s departure comes less than three months after a Han Solo spin-off also lost its directors.

Phil Lord and Christopher Miller were replaced by Ron Howard.

President Donald Trump has declared a state of emergency for Florida, Puerto Rico and the US Virgin Islands, mobilizing federal disaster relief efforts for those areas.

In Puerto Rico, a 75-year-old man died during preparations for the storm, which has been described by Governor Ricardo Rossello as “something without precedent”.

Storm surges, life-threatening winds and torrential rainfall are expected along the Leeward Islands, which include Antigua, Barbuda and Anguilla.

Parts of Texas and Louisiana are dealing with the damage done by Hurricane Harvey last month. But it is not yet clear what impact Hurricane Irma might have on the US mainland.

The mainland has not been hit by two category 4 hurricanes in one season since the storms were first recorded in 1851.

A third tropical storm, Jose, has formed further out in the Atlantic behind Irma, and is expected to become a hurricane later on in the week.

Until now, Zika has been seen only as a global health threat – not a remedy.

Zika injections shrank aggressive tumors in fully grown mice, yet left other brain cells unscathed.

Human trials are still a way off, but researchers believe Zika virus could potentially be injected into the brain at the same time as surgery to remove life-threatening tumours, the Journal of Experimental Medicine reports.

The Zika treatment appears to work on human cell samples in the lab.

There are many different types of brain cancer. Glioblastomas are the most common in adults and one of the trickiest to treat.

They are fast growing and diffuse, meaning they spread through the brain, making it difficult to see where the tumor ends and the healthy tissue begins.

Radiotherapy, chemotherapy and surgery may not be enough to remove these invasive cancers.

However, the latest research, in living mice and donated human brain tissue samples, shows Zika therapy can kill cells that tend to be resistant to current treatments.

It is thought that these glioblastoma stem cells continue to grow and divide, producing new tumor cells even after aggressive medical treatment.

Different, healthy stem cells are found in abundance in baby brains, which probably explains why regular Zika can be so damaging to infants, say the researchers.

Adult brains, however, have very few stem cells. This means Zika treatment should destroy only the cancer-causing brain stem cells without causing much collateral damage.

As an extra safety precaution, the research team from Washington University School of Medicine and the University of California San Diego School of Medicine has already begun modifying the virus to make it more tame than regular Zika.

Using viruses to fight cancer is not a new idea, but using Zika as the weapon of choice is.

UK scientists at the University of Cambridge are beginning similar trials with Zika.

Category 5 is the highest category for a storm, according to US National Hurricane Center (NHC).

Irma has sustained winds of up to 175mph, the NHC said, advising islands in its path to speed up preparations.

The hurricane is projected to bring storm surges, life-threatening winds and torrential rainfall to the Leeward Islands.

Florida, where it is due to arrive on September 10, has declared an emergency.

Residents in two other states, Texas and Louisiana, are reeling from the effects of Hurricane Harvey, which struck as a category 4 storm, causing heavy rain and destroying thousands of homes.

However the NHC warned that it was too early to forecast Hurricane Irma’s exact path or effects on the continental US.

Hurricane Irma, which has been moving at a speed of 14mph, is set to reach the Leeward Islands, east of Puerto Rico, within the next 24 hours, the NHC said.

The NHC issued a hurricane warning for the following islands:

  • Saba, St Eustatius and Sint Maarten
  • Saint Martin and Saint Barthelemy
  • The British Virgin Islands

Guadeloupe and the Dominican Republic, which borders Haiti, are on hurricane watch.

According to the NHC, rainfall of up to 12in may occur in some northern areas and water levels may rise by up to 12ft above normal levels.

Puerto Rico has declared a state of emergency and activated the National Guard.

Governor Ricardo Rossello announced the opening of emergency shelters able to house up to 62,000 people, and schools would be closed on September 5.

Long queues of people formed in shops, with residents stocking up on water, food, batteries, generators and other supplies.

Nikki Haley argued that only the strongest sanctions would enable the problem to be resolved through diplomacy.

“War is never something the United States wants,” she said.

“We don’t want it now but our country’s patience is not unlimited.”

China Ambassador to the UN Liu Jieyi reiterated a call for all sides to return to negotiations.

“The peninsula issue must be resolved peacefully,” he said.

“China will never allow chaos and war on the peninsula.”

According to new reports, President Donald Trump has decided to scrap a program that protects young undocumented immigrants.

The president will give Congress six months to draw up legislation to replace the Deferred Action for Childhood Arrivals (DACA), sources quoted by media say.

According to a Politico report, the decision is considered a compromise amid strong support for the scheme.

However, the sources cautioned that President Trump could still change his mind.

President Trump is due to formally announce his decision on September 5.

The Obama-era DACA program protects hundreds of thousands of so-called “Dreamers” from deportation and provides work and study permits.

According to Politico, the White House informed House Speaker Paul Ryan of President Trump’s decision on September 3.

Paul Ryan last week urged the president not to scrap the scheme, arguing it left many young people “in limbo”.

“These are kids who know no other country, who were brought here by their parents and don’t know another home,” he said.

On September 3, former Democratic presidential candidate Hillary Clinton tweeted: “Thanks to Dreamers’ courage & resolve, #DACA has allowed thousands of young people to contribute to our society. We’re better for it.”

Ileana Ros-Lehtinen, a Cuban-American Republican Representative from Florida, also took to Twitter to vent her frustration, saying: “After teasing #Dreamers for months with talk of his <<great heart>>, @POTUS slams door on them. Some <<heart>>.”

The DACA program protects roughly 750,000 people in the US from deportation and provides temporary permits for work and study.

In order to qualify for DACA, applicants under the age of 30 submit personal information to the Department of Homeland Security.

They must go through an FBI background check and have a clean criminal background, and either be in school, recently graduated or have been honorably discharged from the military.

In exchange, the US government agrees to “defer” any action on their immigration status for a period of two years.

The majority of so-called Dreamer immigrants in the US are from Mexico and other Latin American countries.

A camera that can see through the human body has been developed by the scientists at the University of Edinburgh and Heriot-Watt University.

The new device has been designed to help doctors track medical tools, known as endoscopes, during internal examinations.

Until now, doctors have had to rely on expensive scans, such as X-rays, to trace their progress.

The new camera works by detecting light sources inside the body, such as the illuminated tip of the endoscope’s long flexible tube.

Prof. Kev Dhaliwal from the University of Edinburgh said: “It has immense potential for diverse applications, such as the one described in this work.

“The ability to see a device’s location is crucial for many applications in healthcare, as we move forwards with minimally invasive approaches to treating disease.”

The new camera can detect individual particles, called photons, and is so sensitive it can catch tiny traces of light passing through tissue.

The device can also record the time taken for light to pass through the body, meaning it is able to work out exactly where the endoscope is.

Researchers have developed the new camera so it can be used at the patient’s bedside.

The project is part of the Proteus Interdisciplinary Research Collaboration, which is developing a range of new technologies for diagnosing and treating lung diseases.

Dr. Michael Tanner from Heriot-Watt University said: “My favorite element of this work was the ability to work with clinicians to understand a practical healthcare challenge, then tailor advanced technologies and principles that would not normally make it out of a physics lab to solve real problems.

“I hope we can continue this interdisciplinary approach to make a real difference in healthcare technology.”

Los Angeles Battles Largest Wildfires in City’s History

Los Angeles is battling the largest wildfires in the city’s history, Mayor Eric Garcetti said.

The fires, covering about 5,000 acres, started in La Tuna Canyon on September 1, triggering a state of emergency.

At least three homes have been destroyed and four people are reported to have been injured.

Hundreds of residents have been allowed to return home as fires appear to be easing.

However, Eric Garcetti, who earlier described the blaze as “the largest fire in the history of LA city in terms of its acreage”, told reporters on September 3 that the situation remained dangerous.

“We do not have this fire contained,” he said.

“But we do have a good sense of, in the next day or two, how we can bring this fire to rest.”

Pyongyang said its sixth nuclear test was a “perfect success”, hours after seismologists had detected an earth tremor.

North Korea said it had tested a hydrogen bomb – a device many times more powerful than an atomic bomb.

Analysts say the claims should be treated with caution, but its nuclear capability is clearly advancing.

Pyonyang last carried out a nuclear test in September 2016. It has defied UN sanctions and international pressure to develop nuclear weapons and to test missiles which could potentially reach the mainland US.

According to South Korean officials, the latest test took place in Kilju County, where North Korea’s Punggye-ri nuclear test site is situated.

The “artificial quake” was 9.8 times more powerful than the tremor from North Korea’s fifth test, the state weather agency said.

It came hours after Pyongyang said it had miniaturized a hydrogen bomb for use on a long-range missile, and North Korean leader Kim Jong-un was pictured with what state media said was a new type of hydrogen bomb. State media said the device could be loaded on to a ballistic missile.

Initial reports from the US Geological Survey put the tremor at 5.6-magnitude with a depth of 6 miles but this was later upgraded to 6.3-magnitude at 0 miles. This would make it North Korea’s most powerful nuclear test to date.

Japan condemned the test and South Korean President Moon Jae-in convened emergency security council talks.

A series of recent missile tests has caused growing international unease.

In a report on September 3, North Korea’s state news agency KCNA said Kim Jong-un had visited scientists at the nuclear weapons institute and “guided the work for nuclear weaponization”.

The report said: “The institute recently succeeded in making a more developed nuke.”

“He (Kim Jong-un) watched an H-bomb to be loaded into a new ICBM (intercontinental ballistic missile),” it added.

The report carried pictures of Kim Jong-un inspecting the device. It described the weapon as “a multi-functional thermonuclear nuke with great destructive power which can be detonated even at high altitudes”.

International experts say North Korea has made advances in its nuclear weapons capabilities but it is unclear if it has successfully miniaturized a nuclear weapon it can load on to a missile.

North Korea has previously claimed to have miniaturized a nuclear weapon but experts have cast doubt on this. There is also skepticism about North Korea’s claims to have developed a hydrogen bomb, which is more powerful than an atomic bomb.

Hydrogen bombs use fusion – the merging of atoms – to unleash huge amounts of energy, whereas atomic bombs use nuclear fission, or the splitting of atoms.

Hurricane Harvey has been blamed for at least 47 deaths, and about 43,000 people are currently housed in shelters.

President Trump and his wife visited Texas earlier in the week but stayed clear of the disaster zone, saying they did not want to divert resources from rescue work.

However, the president was criticized for not meeting victims of the flooding and for focusing largely on the logistics of the government response.

Visiting Texas again on September 2, President Trump and the first lady made a point of meeting flood survivors and volunteers in Houston. They took part in food distribution at a shelter, handing out packed lunches, and posed for photographs with victims when they requested it.

During a tour of a shelter, President Trump said: “I think people appreciate what’s been done. It’s been done very efficiently, very well, and that’s what we want. We’ve very happy with the way things are going. A lot of love. There’s a lot of love.”

The president and his wife then traveled to Lake Charles, Louisiana, which also suffered flash floods, before flying back to Washington.

Amid the destruction, stories have been shared of people opening their homes and businesses to others, and forming human chains to save people from treacherous rising waters.

However, many are also now returning to destroyed homes without the insurance to fix them.

Experts estimate that only about 20% of those in Houston’s worst hit areas have flood insurance.

President Trump has asked Congress for $7.8 billion as an initial payment to help with recovery efforts following the flooding in both Texas and Louisiana, which has also hit production at America’s main petrol and oil refining centre.

On September 2, the White House said that the president had authorized an increase in the level of federal funding available for debris removal and emergency protective measures.

Texas Governor Greg Abbott has said the state may need more than $125 billion in aid.

The president has declared Sunday, September 3, a “National Day of Prayer” for victims of Hurricane Harvey.

Administration officials say there will be further requests for funds when the full impact of Hurricane Harvey becomes known.

Hurricane Harvey dumped an estimated 20 trillion gallons of rain on the Houston area.

Governor Greg Abbott has warned that the recovery program will be a “multi-year project”.

“This is going to be a massive, massive clean-up process,” he told ABC News.

The Environmental Protection Agency (EPA) has warned that floodwater can contain bacteria and other contaminants from overflowing sewers. It said the biggest threat to public health was access to safe drinking water.

Authorities in flood-hit Orange County, east of Beaumont, imposed a curfew on September 2 to give its residents “peace of mind”, officials said. Looting in Houston earlier in the week led to a curfew being implemented.

Thousands of homes and businesses remain without power, and many schools are expected to remain closed on September 4.

In a statement, the American Foreign Service Association, which represents US diplomatic and international aid staff, said it had spoken to 10 people who had received treatment.

“Diagnoses include mild traumatic brain injury and permanent hearing loss, with such additional symptoms as loss of balance, severe headaches, cognitive disruption and brain swelling,” the statement said.

The American Foreign Service Association urged the government to do everything possible to help those affected and to “ensure that these incidents cease and are not repeated”.

The statement is the first time that the hearing loss has been described as permanent. It is understood that “mild traumatic brain injury” could include concussion or headaches.

The State Department is yet to blame anyone for the incidents.

The US mission in Cuba was reopened as a full embassy in 2015 following 50 years of hostilities between the two countries.

In June, Serena Williams appeared in a cover photo for Vanity Fair, saying: “I don’t know what to do with a baby.”

The news has delighted the tennis world, with Rafael Nadal among the first to tweet his congratulations.

Kenya Presidential Election Annulled by Supreme Court

The result of Kenya’s presidential election has been annulled by the country’s Supreme Court after citing irregularities.

The court ordered a new election within 60 days.

The election commission had declared incumbent Uhuru Kenyatta the winner by a margin of 1.4 million votes.

His opponent, Raila Odinga, said the commission was “rotten” and demanded resignations and prosecutions.

President Uhuru Kenyatta said he would respect the court’s decision but also branded the judges “crooks”.

Other elections in Africa have been annulled or canceled but this appears to be the first time on the continent that an opposition court challenge against a presidential poll result has been successful.

Chief Justice David Maraga said the August 8 election had not been “conducted in accordance with the constitution” and declared it “invalid, null and void”.

He said the verdict was backed by four of the six Supreme Court judges.

The announcement drew cheers from opposition supporters both inside and outside the courtroom.

The court ruling did not attribute any blame to Uhuru Kenyatta’s party or campaign.

Justice David Maraga said the election commission had failed “to conduct the presidential election in a manner consistent with the dictates of the constitution”.

He said the commission had committed irregularities “in the transmission of results”, adding that the court would provide details in a full judgment within 21 days.

Dissenting judges said that the Nasa opposition alliance – which had petitioned the Supreme Court – failed to prove claims that the polls had been rigged.

The election sparked days of sporadic protests, in which at least 28 people were killed. The vote had raised fears of major political violence – as was the case after a disputed poll in 2007.

Raila Odinga, 72, said the ruling marked “a historic day for the people of Kenya and by extension for the people of the continent of Africa”.

He said: “It is now clear that the entire [electoral commission] is rotten.

“It is clear that the real election results were never shared with Kenyans. Someone must take responsibility.”

He added: “We won the elections and we are going to win them again.”

In a TV address, President Kenyatta said that it was “important to respect the rule of law even if you disagree with the Supreme Court ruling”.

He called for calm, saying: “Your neighbor will still be your neighbor, regardless of what has happened… My primary message today to every single Kenyan is peace. Let us be people of peace.”

Uhuru Kenyatta, 55, added: “We are ready to go back again to the people with the same agenda that we delivered to the people.”

The president was more combative later at a rally of supporters in a market in Nairobi.

He referred to Justice David Maraga and his fellow judges as wakora (crooks in Swahili), saying they had “decided to cancel the election”. He warned the chief justice that as the poll had been annulled he was now the president again, not president-elect.

“Do you understand me? Maraga should know that he is now dealing with the serving president,” the president said.

“We are keeping a close eye on them. But let us deal with the election first. We are not afraid.”

After the election, international monitors from the EU, the African Union and the US had said there was no major fraud on polling day and urged Raila Odinga to concede.

On September 1, Marietje Schaake, the head of the EU Observer Mission, said the court ruling represented “a historic day for Kenya and we have always said that people who feel aggrieved should seek the path of the courts”.

She said the monitors had at the time pointed to irregularities and encouraged the Kenyan authorities to deal with them.

Hurricane Harvey: President Trump to Ask Congress for Emergency Funding

The White House has announced it will ask the Congress for emergency funding to help those affected by Hurricane Harvey.

President Donald Trump is expected to propose an initial $5.9 billion. Texas authorities say the state might need more than $125 billion.

At least 39 people have died in the storm and its aftermath. East of Houston, floodwaters are still rising.

Visiting Texas, VP Mike Pence promised federal help to “rebuild bigger and better than ever before”.

Mike Pence said 311,000 people had registered for disaster assistance. It is not yet clear how quickly funds might reach victims.

Visiting the battered town of Rockport, Mike Pence paid tribute to the people of Texas: “The resilience of the people of Texas has been inspiring.”

He added: “The American people are with you. We are here today, we will be here tomorrow and we will be here every day until this city and this state and this region rebuild bigger and better than ever before.”

Firefighters in Houston have been carrying out door-to-door searches for survivors and bodies in an operation that could take up to two weeks.

Rescue operations are still continuing further east, where floodwaters are still rising.

Hundreds of thousands of residents who were evacuated or chose to leave are being warned not to return home until they are told it is safe to do so.

Earlier, a senior White House aide said about 100,000 homes, not all of which were fully insured, had been affected by the storm and the flooding that accompanied it.

The US Federal Emergency Management Agency (FEMA) said its teams had rescued more than 3,800 people, and more than 90,000 had already been approved for disaster assistance.

FEMA also warned that residents were being targeted by scams. There are reports of criminals impersonating inspectors and immigration officials.

Others were receiving fraudulent calls about flood insurance claiming a premium must be paid or coverage would be lost.

Energy suppliers in southern Texas were forced to shut down refineries and close off pipelines, sending petrol prices higher across the US. Many have restarted operations, but it could take weeks before production is back to normal.

Residents returning to their homes are also facing challenges.

The Environmental Protection Agency is warning residents that floodwater can contain bacteria and other contaminants from overflowing sewers. It said the biggest threat to public health was access to safe drinking water.

One chemical plant in Crosby, near Houston, caught fire on August 31, and more fires are expected in the coming days.

Chemicals stored at the flooded Arkema plant are no longer being refrigerated, making them combustible.

Residents have been evacuated from the plant in a 1.5 mile radius, and smoke was seen rising from the site on August 31.

President Trump and First Lady Melania Trump are expected to return to Texas on September 2.

The president visited Texas earlier in the week but limited his visit to Corpus Christi, which avoided the worst of the flooding, over fears his presence could divert resources from rescue efforts.

Storm Harvey has been downgraded to a tropical depression and is expected to dissipate in Ohio on Saturday evening.

Several inches of rainfall are expected in Tennessee and Kentucky over the next two days, and flood warnings remain in effect in parts of Arkansas, Mississippi, Tennessee, Kentucky, Texas, and Louisiana.

US Orders Closure of Russian Consulate in San Francisco

The US ordered Russia to close its San Francisco consulate and two trade missions in response to “unwarranted” Russian action, the State Department has announced.

The San Francisco consulate, and annexes in New York and Washington, must close by September 2.

The State Department’s move follows Moscow’s reduction of US diplomatic staff in Russia last month.

That in turn followed new US sanctions on Russia over Crimea and alleged election interference, which led to the expulsion of 35 Russian diplomats.

In December 2016, former President Barack Obama had ordered those expulsions, along with the closure of two compounds.

Although Russian President Vladimir Putin did not respond initially to that move, with President Trump set to assume office, he then announced on July 31 a reduction of 755 US diplomatic staff in Russia, in retaliation for the US sanctions.

The US diplomats expelled have until September 1 to leave Russia – a day before the US closures of the Russian consulate and two annexes, which are trade missions, must be completed.

A senior administration official said on August 31 that the consulate and the residence attached to it as well as the two trade missions would close but no Russian staff would be required to leave the US.

Russia will be allowed to maintain the properties, but not use them, the official added.

According to the State Department, the US actions were “in the spirit of parity”. It blamed Russia for what it called a downward spiral in bilateral ties, but suggested it wanted an end to the current spat.

State Department spokeswoman Heather Nauert said in a statement: “The United States hopes that, having moved toward the Russian Federation’s desire for parity, we can avoid further retaliatory actions by both sides and move forward to achieve the stated goal of both our presidents: improved relations between our two countries and increased co-operation on areas of mutual concern.”

The move leaves each country with three consulates in place, Heather Nauert added.

Russian Foreign Minister Sergei Lavrov spoke to Secretary of State Rex Tillerson in a phone call on August 31, expressing “regret at the escalation of tensions in bilateral relations”.

According to a statement from the Russian foreign ministry, Sergei Lavrov said Moscow would study the order and respond accordingly.

Sergei Lavrov and Rex Tillerson are due to meet in September on the sidelines of the UN General Assembly in New York.

Earlier this month, President Trump said US relations with Russia were at a “dangerous low” amid a row with Congress over the fresh sanctions against Moscow.

The president, who wanted warmer ties with Russia, had opposed the bill, which included a provision that limits his ability to lift sanctions and forces him to consult Congress first.

President Trump has been dogged by claims that Russia tried to sway the election in his favor and several investigations are under way to determine whether anyone from his campaign colluded with Moscow.

However, Russia has repeatedly denied interfering and President Trump has insisted that there was no collusion, calling the investigations a “witch hunt”.
