Vladimir Putin delivers annual address to Russian parliament

President Vladimir Putin has delivered his annual state of the nation address to parliament.

Speaking to both chambers in the Kremlin, Vladimir Putin condemned Western governments for seeking to raise a new iron curtain around Russia.

Western sanctions, in response to Russia’s role in eastern Ukraine, and falling oil prices have hit hard.

The government has warned that Russia will fall into recession next year.

In an attempt to kick-start the economy he proposed a “full amnesty” for capital to return to Russia. Capital flight is estimated at more than $100 billion this year.

He also proposed a four-year freeze on tax rates.

On Decemebr 1, the rouble suffered its biggest one-day fall since 1998.

From the outset of his speech, in front of an audience of 1,100 people, Vladimir Putin defended Russia’s annexation of Crimea in March, saying that the Ukrainian peninsula’s residents were “our people”.

He insisted that the “tragedy” in Ukraine’s south-east had proved that Russian policy had been right, but said Russia would respect its neighbor as a brotherly country.

Condemning the “pure cynicism” of the West, Vladimir Putin complained that even if Crimea had not been annexed, the West would have come up with a different pretext to impose sanctions to contain Russia’s resurgence.

Then he began to accuse Western governments of trying to raise a new iron curtain around Russia. While he asserted that Russia would not enter an “expensive arms race”, it would provide its own security so that nobody would gain military domination. Russia had enough “power, will and courage” to protect itself, he added.

Moving on to the economy, Vladimir Putin pledged that Russia would be open to the world – to foreign investment and joint projects. But he warned that it faced a “hard time ahead: much depends on each of us at our workplace”. Western sanctions should be seen as a stimulus, he argued.

Western sanctions over Russia’s annexation of Crimea and its role in destabilizing eastern Ukraine are contributing to the country’s economic problems.

The estimated cost of sanctions and falling oil prices to Russia is $140 billion a year, according to Russian Finance Minister Anton Siluanov.

Over the last year the rouble has lost around 40% of its value against the dollar and inflation is expected to reach 10% early next year.

Typhoon Hagupit heads for Philippines

The Philippines are braced for the arrival of Typhoon Hagupit, expected to hit land on December 6.

Hagupit, which is building strength over the Pacific, is slowly bearing down on the region devastated by Typhoon Haiyan a year ago.

The typhoon has gusts of up to 105mph and is expected to be a category 4 storm by December 6.

Thousands of people, many still living in temporary shelters, have been told to go to evacuation centers.

It tore though the central Philippines in November 2013, leaving more than 7,000 dead or missing.

Typhoon Hagupit is not expected to be a powerful as Haiyan, but could bring storm surges up to one storey high.

The vice-mayor of Tacloban, the city which was worst hit by Haiyan, said the authorities were enforcing evacuation orders.

“We have no more excuse, we have gone through Yolanda, and to lose that many lives, it’s beyond our conscience already,” Jerry Yaokasin told reporters on December 3.

He told AFP news agency: “Our problem is: we don’t have enough evacuation centers.”

Meteorologists say there is a chance Hagupit could veer north towards Japan and miss the Philippines altogether, but officials said they were preparing for a worst case scenario.

Gangnam Style exceeds YouTube’s view limit prompting counter upgrade

Psy’s Gangnam Style exceeded YouTube’s view limit, prompting the site to upgrade its counter.

YouTube said the video – its most watched ever – has been viewed more than 2,147,483,647 times.

It has now changed the maximum view limit to 9,223,372,036,854,775,808, or more than nine quintillion.

Gangnam Style became a worldwide hit when it was released in 2012, largely due to the surreal video.

YouTube’s counter previously used a 32-bit integer, which is a unit used to represent data in computer architecture. This means the maximum possible views it could count was 2,147,483,647.Gangnam Style YouTube record

On December 1, it posted a statement saying: “We never thought a video would be watched in numbers greater than a 32-bit integer… but that was before we met Psy.”

Google, which owns YouTube, later told website The Verge that engineers “saw this coming a couple months ago and updated our systems to prepare for it”.

YouTube now uses a 64-bit integer for its video counter, which means videos have a maximum viewer count of 9.22 quintillion.

Psy has yet to comment although news of YouTube’s change was posted on his Facebook and Twitter pages.

The second most-watched video on YouTube – Baby by Justin Bieber – lags behind Gangnam Style by more than a billion views.

Eric Garner case: Civil rights investigation to be launched into New York death

A civil rights investigation into the death of Eric Garner, a black man who was placed in an apparent chokehold by a white New York police officer, is to be launched by the US Justice Department.

The inquiry was announced by Attorney General Eric Holder after a grand jury decided against charging the officer.

That decision prompted street protests in New York. Activists have called for a march in Washington next week.

President Barack Obama said the case “speaks to larger issues”.

The decision not to charge the officer came just a week after another grand jury, in Ferguson, Missouri, decided not to charge a white police officer who shot and killed black teenager Michael Brown.Eric Garner chokehold

The ruling into the death of Michael Brown in the St Louis suburb of Ferguson sparked riots and protests across the country.

Eric Garner, 43, was stopped on a street in New York on July 17 on suspicion of selling loose, untaxed cigarettes.

The case drew attention when mobile phone video of police officer Daniel Pantaleo arresting Eric Garner surfaced.

The video shows a lengthy exchange between Eric Garner and police, during which he verbally refuses to be handcuffed.

Several officers then move to restrain Eric Garner, with Daniel Pantaleo holding him by the neck.

The detainee, who is asthmatic, can be heard shouting: “I can’t breathe!”

That cry was echoed by protesters who marched through the streets in New York late on Wednesday, occasionally disrupting traffic. They chanted “I can’t breathe!” and “Hands up – don’t choke!”

Attorney General Eric Holder announced “an independent, thorough, fair and expeditious” investigation into potential civil rights violations in the case.

The justice department, he said, would conduct a “complete review” of material gathered in the local investigation.

“All lives must be valued – all lives,” Eric Holder added.

Urging demonstrators to remain peaceful, he said he was continuing a review of how to heal a “breakdown in trust” between police and communities.

After the grand jury decision President Obama said: “When anybody in this country is not being treated equally under the law, that is a problem, and it’s my job as president to help solve it.”

Venezuela: Maria Corina Machado to be investigated over alleged plot to assassinate Nicolas Maduro

Venezuela’s leading opposition figure Maria Corina Machado is to be investigated over an alleged plot to assassinate President Nicolas Maduro.

Maria Corina Machado, a former congresswoman, led a major street protest against President Nicolas Maduro’s government in January.

She dismissed the accusations as a charade designed to silence her.

The alleged plot came in a series of emails which Maria Corina Machado says are fake.

She said the charges were designed to distract Venezuelans from a growing economic crisis.

Officials produced the emails in the midst of months of street protests.

Maria Machado said the messages used her old email accounts and had been manipulated and were fabricated.

She said on her social media account that the conspiracy charges were in retribution for demanding a new leadership at the state elections council.

Maria Machado had helped lead demonstrations which had initially been started in January in the western state of Tachira by university students.

They were protesting against the high rate of crime on campuses and the country’s struggling economy.

She was expelled from the National Assembly in March after she backed the protests which had spread across the country.

The President of the National Assembly, Diosdado Cabello said Maria Machado had been expelled because she had incited violent protests in which over forty protesters and police officers died.

Before her court appearance, she said: “Our protest movement has always been peaceful in its essence. Violence is what the regime does to frighten people and de-motivate citizen protest.”

She said she would continue to support all types of protests in the country against what she described as “daily abuses committed by the government”.

Since narrowly winning an election last year to succeed his mentor, the late President Hugo Chavez, Nicolas Maduro has said there have been five assassination attempts against him and more than a dozen acts of sabotage and conspiracy.

Conspiracy carries a prison sentence of between eight and 16 years in Venezuela.

Hungary summons US charge d’affaires over John McCain remarks

Hungary has summoned US charge d’affaires Andre Goodfriend after Senator John McCain described PM Viktor Orban as a “neo-fascist dictator”.

The Hungarian government rejected the remarks, which it said were totally unacceptable.

Republican John McCain was speaking in the Senate on December 2 before a vote on the appointment of former TV soap opera producer Colleen Bell as ambassador to Hungary.

Colleen Bell was “totally unqualified” for such a role, he said.

John McCain had been unimpressed with Colleen Bell this year when he questioned her during her confirmation hearing about what she planned to do differently from her predecessor as ambassador to Budapest.

The former The Bold and The Beautiful producer was widely seen as giving a faltering performance.

Viktor Orban has in recent months adopted closer relations with Russia, opposing EU and US sanctions imposed on key officials in Moscow because of the conflict in Ukraine. He has also advocated turning Hungary into an “illiberal democracy”.

The foreign ministry state secretary in Budapest said Hungary rejected John McCain’s remarks, both about Viktor Orban and relations with the government in Moscow.

Peter Szijjarto added that voters had three times backed the ruling Fidesz party’s vision of “how they imagine the future of the country”.

Sweden: PM Stefan Lofven to call snap elections after losing budget vote

Swedish PM Stefan Lofven says he will call snap elections after his minority government lost a budget vote less than three months after coming to power.

The center-left prime minister said a new poll would take place on March 22.

The government failed to push its budget through parliament, when the far-right Sweden Democrats sided with the opposition.

The Sweden Democrats emerged as a power broker after September’s elections.

The party now holds 49 seats and, voting with the centre-right opposition on December 3, defeated the government’s budget by a margin of 182 to 153.

At a hastily called news conference after the vote, Stefan Lofven told reporters that new elections would enable voters to “make a choice in the face of this new political landscape”.

Accusing the centre-right parties of failing to engage constructively over the budget, Stefan Lofven complained that the opposition had allowed the far right to dictate terms.

The Sweden Democrats became the country’s third largest party, with 13% of the vote, and is demanding a reversal in Sweden’s liberal immigration laws, which party spokesman Mattias Karlsson has condemned as an “extreme immigration policy”.

Sweden has offered permanent residence to all Syrians fleeing the conflict and has the highest rate of asylum applications per capita of any EU country.

Sweden’s Migration Board said this year that as many as 2,000 people were applying every week. Most were from Syria, although there had also been an increase from Eritrea.

Stefan Lofven’s Social Democrats formed a minority government with the Greens but between them they have only 138 seats in the 349-seat parliament.

Tracy Morgan car crash: Walmart deny deliberately stalling legal action

Walmart has refuted claims that it is deliberately stalling a legal action related to a car crash which injured Tracy Morgan and killed fellow comedian James McNair.

Tracy Morgan’s attorneys have accused the retailer of using truck driver Kevin Roper at the centre of the accident to block a resolution to the 30 Rock star’s case.

Kevin Roper is trying to put Tracy Morgan’s legal action on hold while he faces separate criminal charges.

He was at the wheel of a Walmart truck that crashed into Tracy Morgan’s bus.

Kevin Roper, who is not named in Tracy Morgan’s action, has been charged with death by vehicle and four counts of assault by vehicle.

Last month he filed a request to delay Tracy Morgan’s federal lawsuit while his criminal case proceeds in New Jersey’s state court.

Walmart said the accusation that it was “somehow behind Kevin Roper’s motion in an attempt to delay discovery is simply false”.

Its statement followed claims from Tracy Morgan’s legal team that Walmart was “attempting to gain an unfair advantage” and using Kevin Roper’s request as “a ploy to further delay this trial”.

Tracy Morgan’s legal team has accused Walmart of being “careless and negligent” in requiring Kevin Roper to drive while fatigued.

Walmart have contended that Tracy Morgan’s injuries and James McNair’s death were partly their own fault because they were not wearing seatbelts.

Deven Verma dies in Pune at 77

Bollywood actor Deven Verma has died at the age of 77, in the western city of Pune.

The veteran actor, who became popular playing comic roles, suffered a severe cardiac arrest and kidney failure on Tuesday morning, his family said.Deven Verma

WMO report: 2014 to become the hottest year on record

2014 is in the running to be the warmest year globally since records began, early estimates show.

In the first 10 months of 2014, global average air temperature was about 0.57 Celsius above the long-term average.

The global figures come in estimates from the UN’s World Meteorological Organization (WMO).

If this year’s current global trend continues for the next two months, the previous record years of 1998, 2005 and 2010 will be overtaken by a narrow margin.

The Secretary-General of the WMO, Michel Jarraud, said the preliminary data for 2014 was “consistent with what we expect from a changing climate.”

In comments released with the new figures, he said: “The provisional information for 2014 means that fourteen of the fifteen warmest years on record have all occurred in the 21st century.”

“Record-breaking heat combined with torrential rainfall and floods destroyed livelihoods and ruined lives. What is particularly unusual and alarming this year are the high temperatures of vast areas of the ocean surface, including in the northern hemisphere.”

He asserted that the new figures confirm the key trend in climate change: “There is no standstill in global warming.”

This is a reference to the hotly-debated “pause” in global warming which has seen no major increases in temperature since 1998.

The provisional record for 2014 is only slightly higher than for the previous record year of 2010 – one-hundredth of a degree – which was 0.56C above the long0-term average.

However, climate scientists point out that all but one of the warmest 15 years have come in this century.

This suggests that although there have been no big jumps in temperature in the past 16 years, the period as a whole is proving to be exceptionally warm.

The waters of the eastern Pacific are among those to have warmed significantly – a situation which might normally be expected to trigger so-called El Nino conditions that often boost global warmth. However, puzzlingly for scientists, these have yet to materialize.

If 2014 does prove to set a new record for global average temperatures, it will have been without the warming contribution of an El Nino.

The WMO figures say that although “one warm year does not necessarily say anything about long-term climate change” new research shows how human influence made record temperatures more likely.

The WMO report on the state of the global climate is published every year to coincide with the UN’s annual negotiations on climate change, this time under way in Lima in Peru.

Tugce Albayrak funeral: Germany pays final respects to brave student

German people have paid their final respects to Tugce Albayrak who was killed defending two girls from harassment.

Tugce Albayrak died on November 28 after she was hit on the head and left in a coma outside a McDonald’s near Frankfurt.

Hundreds of mourners attended a service at a local mosque before she was due to be buried in her home town.

An 18-year-old man remained in custody over the November 15 attack, which shocked Germany.

The funeral took place at a mosque in Waechtersbach, attended by Hesse’s state PM Volker Bouffier. The Turkish ambassador was also due to take part in the service.

The funeral procession then set off for a cemetery in the village of Bad Soden-Salmuenster, where Tugce Albayrak was born.

Tugce Albayrak intervened when she heard cries for help from the toilet of a fast food restaurant in the town of Offenbach, where two girls were being harassed, German media report.

She was left in a coma after one of the men returned and attacked her in the car park.

A man is seen trying to restrain the suspect, named only as Senal M, before he throws the fatal punch which leaves Tugce Albayrak lying flat on the ground, motionless among a group of people.

The student teacher was in a coma for two weeks before doctors said that she would never regain consciousness and was brain dead.

Tugce Albayrak’s parents switched off her life support on her 23rd birthday.

Prosecutors said initial post mortem examination results established she had died from blunt force to the head, but were unable to say whether she had been struck on the head or hit her head as she fell.

Tugce Albayrak’s actions have been praised by Germany’s President Joachim Gauck who called her a role model and said that she had shown “exemplary courage and moral fortitude”.

A petition calling for Tugce Albayrak, an ethnic Turk, to be awarded the national order for merit posthumously has gathered more than 100,000 signatures.

Study: Mediterranean diet keeps us genetically younger

According to US researchers, the Mediterranean diet offers a long life because it appears to keep people genetically younger.

Mediterranean diet’s mix of vegetables, olive oil, fresh fish and fruits may stop our DNA code from scrambling as we age, according to a study in the British Medical Journal.

Nurses who adhered to the diet had fewer signs of ageing in their cells.

The researchers from Boston followed the health of nearly 5,000 nurses over more than a decade.

Although it’s not clear exactly what makes it so good, the Mediterranean diet’s key components – an abundance of fresh fruit and vegetables as well as poultry and fish, rather than lots of red meat, butter and animal fats – all have well documented beneficial effects on the body.

Foods rich in vitamins appear to provide a buffer against stress and damage of tissues and cells. And it appears from this latest study that a Mediterranean diet helps protect our DNA.

The researchers looked at tiny structures called telomeres that safeguard the ends of our chromosomes, which store our DNA code.

These protective caps prevent the loss of genetic information during cell division.

As we age and our cells divide, our telomeres get shorter – their structural integrity weakens, which can tell cells to stop dividing and die.

Experts believe telomere length offers a window on cellular ageing.

Shorter telomeres have been linked with a broad range of age-related diseases, including heart disease, and a variety of cancers.

In the study, nurses who largely stuck to eating a Mediterranean diet had longer, healthier telomeres.

No individual dietary component shone out as best, which the researchers say highlights the importance of having a well-rounded diet.

Independent experts said the findings were interesting but by no means conclusive.

Phillip Hughes funeral: Family and friends pay tribute to cricket player in Australia

Family and friends paid tribute to cricket player Phillip Hughes at his funeral in Australia.

Phillip Hughes, 25, died on November 27 after being hit by a ball during a match in Sydney.

His death stunned Australia and the funeral was broadcast live to millions of people on national television and on big screens in major cities.

The service was also shown at the Sydney Cricket Ground, where Hughes suffered the injury during a state match on November 25. He died two days later.

Around 1,000 people attended the funeral at Macksville High School, which Phillip Hughes attended, as thousands more watched on screens in the baking heat outside.

Joining the parents of Phillip Hughes, Greg and Virginia, and his siblings, Jason and Megan, were Australia cricket captain Michael Clarke and Sean Abbott, the bowler whose delivery caused the fatal injury to Hughes.

Former Australia internationals Shane Warne, Glenn McGrath, Ricky Ponting, Adam Gilchrist, Steve Waugh and Justin Langer were also among the mourners.

They were joined by Australian PM Tony Abbott and cricketing legends from around the world, including former New Zealand all-rounder Sir Richard Hadlee and West Indies batsman Brian Lara.

Phillip Hughes, who would have been 26 on November 30, was in line for a possible recall to the Australia Test side for the forthcoming series against India – which was rescheduled following his death.

Hong Kong protest: Occupy Central leaders turn themselves in to police

Benny Tai, Chan Kin-man and Chu Yiu-ming, the founders of Hong Kong’s Occupy Central movement, have turned themselves in to police over their role in pro-democracy demonstrations.

The trio said they wanted to take responsibility for protests deemed illegal by authorities.

However, after a brief meeting they left without being arrested or charged.

Protesters have been demonstrating for two months over Beijing’s restrictions on Hong Kong’s election process.

Benny Tai, Chan Kin-man and Chu Yiu-ming walked into the Central Police Station to turn themselves in together with Catholic Cardinal Joseph Zen Ze-kiun, who has supported the protests.

The three men left less than an hour later, saying they were being released without charge.

Officers had told them that because they had not been arrested, the police could only collect information from them and would “invite them back to the police station at an appropriate time”.

Some supporters followed suit. Police said a total of 24 people surrendered and officers told them to immediately stop illegal occupation of public places.

As they arrived, the Occupy founders were met by a large gathering of supporters outside the police station, who shouted: “I want true democracy!” as they walked in.

Anti-Occupy groups also showed up, greeting the men with jeers and shouts of: “Arrest them!”

Earlier, Benny Tai told a radio show that he had no regrets, saying: “In hindsight, I would still do the same thing.”

Occupy Central led the street protests when they began in September, but has since receded as student groups have become more prominent.

The protesters want China to scrap its plan to screen candidates for the territory’s 2017 leadership election, and want the Hong Kong government to renegotiate the political arrangement with Beijing.

Announcing their plan to present themselves to police on December 2, the Occupy Central founders repeated their call for student activists to scale back their protests, amid sporadic clashes with police.

One protest camp in Mong Kok has been taken down by the authorities, but a few hundred protesters refuse to vacate the remaining two camps at Admiralty and Causeway Bay.

Alex Chow, head of the Hong Kong Federation of Students, told reporters that student leaders would not follow Occupy and turn themselves into police.

Meanwhile another student leader, Joshua Wong, is on a hunger strike along with two female members of his Scholarism group to demand talks on political reform with the Hong Kong authorities.

President Barack Obama has again called for Congress to approve $6 billion in emergency aid to fight the deadly Ebola outbreak in West Africa.

Barack Obama made the plea on a visit to the National Institutes of Health (NIH), where he congratulated scientists on work towards a vaccine.

According to the WHO, 6,055 people have died in Liberia, Sierra Leone and Guinea.

The medical charity, Medecins Sans Frontieres (MSF), has again strongly criticized the international response.

It described it as patchy and slow, with the job of tackling the crisis largely left to doctors, nurses and charity organizations.

The MSF report said foreign governments – notably the UK in Sierra Leone and most recently China in Liberia – were continuing to build Ebola treatment centers.Barack Obama Ebola fight

However, these were sometimes in the wrong places and using under-qualified local staff.

Barack Obama said the strategy to fight Ebola was “beginning to show results”.

“We’re seeing some progress, but the fight is not even close to being over,” he said.

“Every hotspot is an ember that if not contained can become a new fire, so we cannot let down our guard even for a minute. And we can’t just fight this epidemic, we have to extinguish it.”

The president said it was encouraging to see declining infection rates in Liberia and called progress in vaccine research “exciting”.

He urged Congress to give a “good Christmas present” to the world by approving $6 billion in emergency funding.

Congress is at work on a massive spending bill, but Ebola legislation has become embroiled in political partisanship.

Conservative members of Congress are expected to challenge Barack Obama’s appeal for funds in response to the president’s recent controversial executive actions on immigration, helping more than four million illegal immigrants.

Meanwhile, the White House said that the US was better prepared to deal with an outbreak of Ebola at home, and efforts to battle it in West Africa were progressing.

A network of 35 hospitals across the US is ready to treat Ebola patients and the number of labs used for testing the virus has increased from 13 to 42.

The policeman said he had feared for his life, but Michael Brown’s supporters said the teenager was attempting to surrender when he was shot.

The investigation into Louis Head comes one day after President Barack Obama requested $263 million to improve police training, pay for body cameras and restore trust in policing.

North Korea launches travel website

North Korea launched travel website dprktoday.com on December 1.

The communist country currently has a ban on international tourists entering the country due to fears of the Ebola virus.

Dprktoday.com is a Korean-language site full of the bizarre imagery and hard-to-navigate portals. Different areas of the site highlight a variety of North Korea’s attractions, from a pyramid-themed water park to aspects of local culture.

Some of the choices are a bit more confusing, including pictures of rockets and a single dog.North Korea travel website

The site is even more abnormal given that North Korea currently has a travel ban in place that would prevent tourists from entering the country anyway.

In October, authorities reportedly told tour companies they were barring international tourists from entry because of Ebola fears.

South Korea’s Yonhap News reported that the aim of the site is to “attract foreign tourists,” but since the page is exclusively in Korean, it’s unclear who exactly the target audience is.

Before the travel ban, North Korea had been on a push to encourage visitors, including building a massive ski resort over a period of just 10 months.

The website features a number of videos in addition to images and text which appears to be a beatific karaoke video featuring footage of North Korean leader Kim Jong-Un.

According to new reports, Scarlett Johansson has married her fiancé, French journalist Romain Dauriac.

A clerk for Granite County confirmed to People Magazine that Scarlett Johansson and Romain Dauriac secretly exchanged vows in Philipsburg, Montana on October 1.

It is thought the ceremony took place a month after Scarlett Johansson gave birth to the couple’s daughter, Rose, and a year after they got engaged.

Scarlett Johansson, 30, was previously married to Ryan Reynolds.

Rumors that Scarlett Johansson and Romain Dauriac had tied the knot had been circulating for a while, after she was photographed wearing a ring on her wedding finger.

Ashton Carter expected to replace Chuck Hagel as defense secretary

Former Pentagon official Ashton Carter is expected to be nominated as new defense secretary after Chuck Hagel’s resignation.

His appointment now requires approval from the Republican-led US Senate.

Ashton Carter was previously the Pentagon’s chief arms buyer and an assistant secretary of defense under former President Bill Clinton.

A Rhodes scholar, Ashton Carter received a doctorate in theoretical physics from Oxford University.

Chuck Hagel quit after two years in the job, reportedly under pressure to go.

Following word of his resignation in November, Chuck Hagel called manning the post his life’s “greatest privilege”.

Chuck Hagel, 68, a Vietnam war veteran and former Republican senator, will stay on as secretary until Ashton Carter is confirmed.

Russian government warns about recession in Q1 2015

Russia’s economy will fall into recession in 2015 as Western sanctions, in response to the country’s role in eastern Ukraine, and falling oil prices begin to bite, the Russian government has warned.

The country’s economic development ministry estimates the economy will contract by 0.8% next year.

It had previously estimated the economy would grow by 1.2% in 2015.

Russia’s reliance on tax revenues from the oil industry makes it particularly sensitive to price movements.

Household disposable incomes are also forecast to decline by as much as 2.8%, compared with a previous estimate that they would grow by 0.4%.

“The current prognosis is based on a drop in GDP by 0.8% in 2015, against the previous prognosis of growth by 1.2%,” deputy PM Alexi Vedev said.

On December 1, the rouble suffered its biggest one-day fall since 1998.

The currency slid almost 9% against the dollar before rallying after suspected central bank intervention. The currency has already lost 40% in value this year.

The Russian finance ministry has also not ruled out spending more than 500 billion roubles from the budget’s Reserve Fund next year.

The 2015-2017 budget allows for spending of up to 500 billion roubles next year from the Reserve Fund, but Maxim Oreshkin, head of the finance ministry’s long-term strategic planning department, said it was possible the government could spend more to support the economy.

Maxim Oreshkin added that if the average oil price were $80 per barrel in 2015, the finance ministry’s forecast for a fall in GDP was in line with the economy ministry’s prediction of a 0.8% contraction.

He also said that a scenario in which the oil price averaged $60 a barrel in 2015 was pessimistic, and at that price, the Russian economy would contract as forecast in the central bank’s “stress scenario”.

The bank published its stress scenario last month, saying that at $60 per barrel, GDP would decline by 3.5% to 4%.

The price of oil has fallen nearly 40% since the summer because of oversupply caused by rising US shale oil production.

Demand has also fallen, particularly in China, the world’s second largest consumer of the commodity, where industrial production has slowed in recent months.

The fall in the oil price has been causing concern for several members of the oil cartel, as most require a price above $80 a barrel to balance their government budgets and many need prices to be above $100 a barrel.

Nikkei 225 closes at new seven-year high

On December 2, Japan’s Nikkei 225 index closed at a fresh seven-year high as investor sentiment was buoyed by talk of the Bank of Japan (BoJ) buying stocks.

The benchmark Nikkei 225 closed up 0.4% at 17,663.22 points.

Earlier, the index had fallen after Moody’s Investment Service cut Japan’s credit rating by one notch to A1 from Aa3.

Moody’s move underlined concerns over Japan’s economy after an increase in the national sales tax was delayed.

However, analysts said the weaker yen, together with the possible move by the BoJ, was continuing to support investor sentiment.

China shares rallied on speculation that the country’s central bank was preparing to reduce bank reserve requirement ratios sooner than expected on recent economic data showing a much weaker economy.Nikkei 225 Tokyo Stock Exchange

In Hong Kong, the Hang Seng index closed up 1.2% at 23,654.30, while the Shanghai Composite rose 3.1%, to 2,763.54 – its best daily rise since September 2013.

Australia’s benchmark S&P/ASX 200 index closed up 1.4% at 5,281.30 points.

The upward movement in Australia followed the biggest fall since October 10 on December 1 amid a sell-off in mining and energy related shares.

Ahead of economic growth figures due out on December 3, the Australian Bureau of Statistics (ABS) reported on December 2 that net exports had added 0.8 percentage points to gross domestic product (GDP) in Q3.

The quarterly rise in exports for the three months to September is a sign that GDP data due out on December 3 will be positive.

As expected, Australia’s central bank maintained its record low official interest rates at its monthly meeting on December 2.

The bank’s interest rate has been at 2.5% since August last year.

In South Korea, the benchmark Kospi was little-changed, closing up just 0.03% at 1,965.83 points.

Steve Jobs biopic to be made by Universal Pictures

Steve Jobs biopic will be made by Universal Pictures after Sony’s departure from the project last week.

The studio is reported to have paid more than $30 million for the title, according to the Hollywood Reporter.

Michael Fassbender is to play Steve Jobs in the film, based on Walter Isaacson’s biography of the late Apple co-founder.

The real-life drama will be directed by Danny Boyle, from a script by fellow Oscar-winner Aaron Sorkin.

The studio has not explained why it pulled out, though it had reportedly struggled to fit the film into its schedule.

Director David Fincher was initially set to direct but pulled out of talks in April.

Steve Jobs was a charismatic figure and a master at presenting Apple’s latest products. But his career took dramatic turns.

After founding Apple with Steve Wozniak in the late 1970s, Steve Jobs was driven out of the firm in a boardroom coup in the 1980s.

A decade later he was bought back when Apple ran into trouble and presided over an era when it became the most valuable US company and producer of the highly successful iPhone.

Steve Jobs died in October 2011 at the age of 56 after a long battle with pancreatic cancer.

Spinner shark photobombs surfers at Coffs Harbour competition in Australia

Surfers at the annual Coffs Harbour Boardriders Club competition in New South Wales were joined by a large spinner shark.

Spectators saw the shark leaping in and out of the water near Coffs Harbour, close to the surfers and swimmers.

The moment was caught on camera by local resident Steph Bellamy, who said the shark “photobombed” her picture.

Surfers evacuated the sea for 10 minutes before resuming the contest, she said, adding that no one was hurt.

The encounter took place at the annual Coffs Harbour Boardriders Club competition at Macauley’s Beach, 340 miles north of Sydney, on November 30.

Steph Bellamy said she was taking a photo of the competition when she saw a splash.

She added that it was unusual for a shark to swim so close to the coast.

She showed the picture to the announcer on the viewing deck, who “got everyone out of the water”.

The photo has been examined by officials at the New South Wales Department of Primary Industries (DPI).

Spinner sharks are generally found north of Jervis Bay, and can reach a maximum length of 9ft.

Steph Bellamy said her photo had been widely shared since November 30, and the response had been generally positive, although some people had accused her of digitally altering the image.
