The fugitive mayor of the Mexican town of Iguala, where 43 students went missing in September, has been arrested, officials announce.
Jose Luis Abarca was detained by federal police officers in the capital, Mexico City, a police spokesman said.
Mexican officials have accused Jose Luis Abarca of ordering police to confront the students on the day of their disappearance on September 26.
Eyewitnesses described seeing them being bundled into police cars.
Federal police spokesman Jose Ramon Salinas confirmed the arrest of Jose Luis Abarca and his wife Maria de los Angeles Pineda on Twitter.
Mexican officials had issued an arrest warrant for Jose Luis Abarca and Maria de los Angeles Pineda after Iguala police officers said they had received an order from the mayor to intercept the students.
The officers said they had been told to stop the students from interrupting a speech given by Maria de los Angeles Pineda in Iguala on that day.
The students, from a nearby teacher training college, had travelled to Iguala to raise funds and protest.
They have not been seen since. A search has uncovered a series of mass graves in the area, but initial tests suggested they were not those of the students.

Since then, more bodies have been uncovered and officials have cast doubt on the accuracy of the initial tests.
More forensic tests are currently being carried out.

They have been taken for questioning. Officials hope they will be able to shed light on the whereabouts of the students.
The events of September 26 have shocked Mexicans and have led to mass protests demanding that the authorities do more to find the missing students.
The 43 were part of a larger group which had gone to Iguala to protest against what they said were discriminatory hiring practices.
The students all attended a teacher training college in Ayotzinapa with a history of left-wing activism, and their presence in Iguala raised alarm bells with the local authorities.
When the students boarded busses to return to their college, they were stopped by police – allegedly on the orders of Mayor Jose Luis Abarca.
The officers opened fire and killed three students and three people in nearby vehicles.
They stopped one busload of students trying to flee and took them to a local police station.
According to police officers detained as part of the investigation, they then handed the students over to a local drugs gang.
The gang’s leader, who has also been arrested, says he ordered the students be “made to disappear”, after having been told they belonged to a rival gang.
However, he did not specify further what happened to them.
The gang leader also accused Maria de los Angeles Pineda of being “the main operator of criminal activities in Iguala”.
The relatives of the missing students said on November 3 that “no progress” had been made in the search for the 43 and expressed their anger over the slow pace of the investigation.
The governor of the state of Guerrero, where Iguala is located, resigned last month over the disappearances.
Ukrainian President Petro Poroshenko will chair a crisis meeting of security chiefs, after a rebel-held vote that he said jeopardized “the entire peace process”.
Petro Poroshenko proposed scrapping a law, agreed under the September 5 truce deal, which gives special status to the eastern Donetsk and Luhansk areas.
Two pro-Russian leaders were declared the winners of Sunday’s polls.
Under the terms of the truce, Ukraine was meant to hold elections in the two regions in December.
The West says the rebel-held elections are illegal but Russia is backing them.
More than 4,000 people have been killed in fighting in eastern Ukraine since April.
Ukraine accuses Russia of arming the rebels and sending Russian regular troops across the border – a claim denied by Moscow.
Addressing the nation on TV late Monday, President Petro Poroshenko said he would hold a meeting of Ukraine’s Security and Defense Council on Tuesday to propose abolishing the law granting special self-government to rebel-held areas.
Petro Poroshenko described the November 2 “pseudo-elections” in Donetsk and Luhansk as a “farce at gunpoint” which would never be recognized as legitimate.
Sunday’s polls, he said, were “a gross violation” of the Minsk agreement – a roadmap to a peaceful settlement agreed by Ukraine, Russia, the Organization for Security and Co-operation in Europe (OSCE) and also rebel delegations.
“We demonstrated to residents of the Donetsk and Luhansk regions, as well as to the whole world, that we are sincere in our desire for political settlement,” he said.
“The militants refused this opportunity.”
Ukraine and the West have always insisted the rebel territories must abide by the Minsk deal and hold the local elections under Ukrainian law in December.
The US said it condemned the “illegitimate, so-called <<elections>> held on Sunday” and was “concerned by a Russian foreign ministry statement that seeks to legitimize [them]”.
EU foreign policy chief Federica Mogherini said the polls were “a new obstacle on the path towards peace”, while Germany said Russia’s backing of the vote was “incomprehensible”.

German Chancellor Angela Merkel’s spokesman, Steffen Seibert, warned Russia could face further sanctions as a result of its position.

Results released on November 3 showed Alexander Zakharchenko, the self-declared prime minister in Donetsk, had won the poll to become the head of the region. His party also came first in the parliamentary election.

They are both expected to be officially sworn in later on Tuesday.
Both sides have repeatedly violated the ceasefire agreed in September.

Hyundai and Kia have agreed to pay a record $100 million settlement for overstating the fuel economy of their cars, the US regulators announce.
The South Korean carmakers were accused of overstating the fuel efficiency of 1.2 million vehicles.
The penalty is the largest ever paid for violation of the Clean Air Act, according to regulators.
“We are pleased to put this behind us,” said Hyundai US chief David Zuchowski, in a statement.
In November 2012, the two carmakers admitted to having overstated the fuel economy of their cars by up to six miles per gallon.

This, in turn, meant that the companies underreported the cars’ greenhouse gas emissions to the US Environmental Protection Agency by around 4.75 million metric tons.

“This unprecedented resolution with Hyundai and Kia underscores the Justice Department’s firm commitment to safeguarding American consumers, ensuring fairness in every marketplace, protecting the environment, and relentlessly pursuing companies that make misrepresentations and violate the law,” said US Attorney General Eric Holder in a statement announcing the settlement.
Shares in both Hyundai and Kia declined nearly 6% in trading after markets had closed.
The allegations concern the Hyundai Accent, Elantra, Veloster and Santa Fe vehicles and the Kia Rio and Soul models.

New York’s World Trade Center has re-opened for business more than 13 years after the original towers were destroyed in the 9/11 attacks.
Employees at publishing giant Conde Nast are starting to move into the 104-storey One World Trade Center.
The $3.8 billion skyscraper took eight years to build and is now the tallest building in the US.
It is 60% leased and the government’s General Services Administration has signed up for 275,000 square feet.
“The New York City skyline is whole again,” Patrick Foye, executive director of the Port Authority, which owns the restored site, said in a statement.
The 1,776ft tall skyscraper is at the centre of the site, which includes a memorial in the footprints of the old towers and a museum, opened this year.

Microsoft officially stopped selling retail copies of both Windows 7 and Windows 8 on October 31.
The date to stop selling the software was set some time ago and should help Microsoft move people on to more recent versions of its operating system.
Separately, statistics suggest people are finally moving away from some very old versions of Windows.
The next version of Windows, called Windows 10, is due to be released in late 2015.
From October 31, consumers could no longer buy copies of the Home Basic, Home Premium and Ultimate versions of Windows 7. Now, Windows 8 is also no longer available. The change affects both copies bought in shops or loaded on PCs and laptops.
The current version of Windows, 8.1, will be the default version offered on PCs.

Separately, market analysis reveals that the numbers of people using the venerable Windows XP operating system has suddenly seen a sharp decline. Data from Netmarketshare suggests that in October this year its share dropped from almost 24% to just over 17%.

Turkish rescuers have pulled 24 bodies from the Black Sea at the mouth of Istanbul’s Bosphorus strait and rescued seven people after a boat carrying migrants capsized, officials said.
The boat was carrying 42 Afghan migrants – including 12 children and seven women – and a Turkish captain, the Hurriyet news website reported. It was believed to have been heading for Bulgaria or Romania, but it was unclear where it set to sea.
Turkey is one of the main departure points for migrants aiming for the EU, but most travel across the Aegean to Greece.
The boats are often makeshift dinghies, usually overcrowded, with the migrants paying thousands of dollars to smugglers in Turkey.
Two months ago another group of migrants – mostly Syrians and Afghans – was rescued by the Turkish coastguard off the northern coast reportedly heading for the EU.
“The wind is making our task very difficult. The boat is a very small one. But they were carrying 40 people in it. We are seeing bodies of children floating in the sea,” rescuer Ali Saruhan told Hurriyet Daily News.

The official Anatolia news agency said that rescuers were alerted to the sinking by fishermen and arrived at the scene of the accident to find the vessel semi-submerged.
Correspondents say that it is not clear what caused the boat to sink, although overcrowding, bad weather conditions, the poor condition of the vessel or even a collision with another boat were all possibilities.
Since the start of the civil war in Syria, thousands of migrants have been trying to reach the EU by making the treacherous sea journey from the western and southern Turkish coast.
Tens of thousands of migrants have also attempted to cross the Greek and Bulgarian borders by land, Hurriyet says.

“Shortly after the feathering occurred, the telemetry data terminated and the video data terminated,” Christopher Hart said.
The feathering device lifts and rotates the tail to create drag, slowing the craft on its descent.
He said SpaceShipTwo’s fuel tanks and engine were found intact, without any sign of being breached.
NTSB investigators have now found almost all of the parts of the crashed spacecraft as part of an inquiry they say could take many months to complete.
SpaceShipTwo was flying its first test flight for nine months when it crashed near the town of Bakersfield.
Virgin Galactic said the craft experienced “a serious anomaly” after it separated from launch vehicle WhiteKnightTwo.
The spacecraft was using a new type of rocket fuel never before used in flight, although officials said it had undergone extensive ground testing.
The project has been subject to numerous delays, and its commercial launch has been pushed back several times.

On Sunday evening, following a meeting with key opposition figures, a military spokesman said the army would put in place “a transition body… with all the components to be adopted by a broad consensus”.
“Power does not interest us, only the greater interest of the nation,” the military said in a statement.

It had been necessary to disperse protesters to “restore order”, the statement said, adding that one demonstrator outside the state TV station had died.
There were chaotic scenes at the state broadcaster’s headquarters on November 2, as both opposition leader Saran Sereme and former Defense Minister Kwame Lougue turned up to a rally.
It is believed that both had gone there, separately, to announce that they could head the transition government.
However, shortly after they arrived, gunfire broke out and staff and protesters fled.
National television resumed broadcasting a few hours later.
Troops also cleared protesters from the capital’s main square, Place de la Nation.
On Sunday evening, key opposition figures met Col. Isaac Zida for talks.
Those present included Zephirin Diabre, leader of the Union for Progress and Change, former Foreign Minister Ablasse Ouedraogo, ex-PM Roch Marc Christian Kabore and Benewende Sankara, leader of the Union for Rebirth – Sankarist Party.
However, Saran Sereme reportedly left before the talks began and there were no details on what was discussed.
Mass protests first erupted last week when long-time leader Blaise Compaore attempted to extend his 27-year rule.
Parts of the parliament building were set on fire, and the president fled to Ivory Coast.
Under Burkina Faso’s constitution, the president of the Senate should take over after the national president resigns and an election should take place between 60 and 90 days afterwards.
The African Union, the US and regional economic bloc Ecowas have all condemned the military takeover.
The UN’s West Africa envoy Mohamed Ibn Chambas said the military must allow a civilian transfer of power, and sanctions were a possibility if this did not happen.
Argentina has banned Procter & Gamble (P&G) from doing business in the country, accusing the company of tax fraud.
A statement on the presidential website, published on November 2, said P&G had inflated the price of imports by $138 million in an effort to get money out of the South American country.
Argentina also accused the company of attempting to avoid taxes.
P&G said it was working to understand and resolve the allegations.
