Mensalao scandal: Brazil starts jailing senior figures in country’s biggest corruption trial

Brazil has started to jail senior figures convicted in the “Mensalao” (big monthly allowance), the country’s biggest corruption trial.

The Supreme Court issued arrest orders for 12 of the 25 politicians, bankers and businessmen convicted last year.

Ex-President Luiz Inacio Lula da Silva’s former chief of staff was among the first to surrender to the police.

The “Mensalao” was a scheme that used public funds to pay coalition parties for political support.

Luiz Inacio Lula da Silva was not implicated in the case.

The trial is seen as a test of Brazil’s attempts to crack down on corruption.

On Thursday, Brazil’s Supreme Court ruled that most of the politicians, businessmen and bankers convicted in the country’s biggest corruption trial had to start their jail terms immediately.

The arrest warrants were issued on Friday.

Jose Genoino, a former president of the governing Workers’ Party (PT) was the first to give himself up to the police.

Jose Genoino – who was sentenced to six years and 11 months in jail – was driven to the Federal Police headquarters in Sao Paulo to hand himself over.

He shouted “Long live the PT!” to a group of supporters before entering the building.

The PT ex-president, who was jailed and tortured by the military dictatorship in the 1970s, also released an open letter protesting his innocence and saying he considers himself a “political prisoner”.

“With indignation, I abide by the decisions of the Supreme Court. What do the accuse me of? There is no evidence,” he wrote.

Luiz Inacio Lula da Silva’s former chief of staff, Jose Dirceu, who was sentenced to 10 years and 10 months, also surrendered in Sao Paulo.

Jose Dirceu released an open letter protesting against the Supreme Court decision that ruled over the immediate start of his and other jail sentences.

“As always, I will abide by the Constitution and the law, but not without protesting and denouncing the unfair nature of the conviction against me. The worst injustice is that committed by Justice itself,” it reads.

The Brazilian Federal Police says all the arrested will be transported to Brasilia in the next few days.

The central allegation of the case was that illegal payments and benefits were paid to members of Congress in return for supporting the government in crucial votes.

The “Mensalao” scandal came to light in 2005 but the sentences were handed down at the end of 2012.

The trial was seen as a key test of Brazil’s ability to hold its politicians to account for corruption.

Luiz Inacio Lula da Silva left office at the end of 2010 with huge approval ratings and remains a popular figure in Brazilian political life.

This year’s Macy’s Thanksgiving Day Parade will have four new balloons along with the iconic Snoopy coming back.

On November 10, The Washington Post posted video of the parade’s four new balloons, which include “Adventure Time” alums Finn and Jake, “SpongeBob Square Pants,” Toothless from “How to Train Your Dragon,” and a revamped Snoopy balloon.

This year’s Snoopy balloon will feature the character’s feathered friend, Woodstock, riding on his head, marking the Peanuts dog’s 37th appearance at the Macy’s parade.

According to Businesswire, this year’s Snoopy balloon further cements the classic comic character’s long-standing record for most appearances and most balloon versions in the annual parade.

Snoopy debuted in the 1968 Macy’s Thanksgiving Day Parade, and since then the popular beagle has turned up as an astronaut (1969-1977), an ice skater (1986-1987), a flying ace (multiple appearances from the 1960s through 2011) and even Millennium Snoopy.

In addition to the debut of four new balloons, the parade’s previously announced performers include Carrie Underwood, Fall Out Boy, Gavin DeGraw, Ariana Grande, Fifth Harmony, Austin Mahone, Goo Goo Dolls, Florida Georgia Line, Cher Lloyd, Kellie Pickler, Megan Hilty, Kristin Chenoweth, Joan Jett, and Jimmy Fallon and The Roots.

Cirque du Soleil will also perform at this year’s parade, and there will be a 75th anniversary tribute to The Wizard of Oz. Reality stars from Duck Dynasty are also slated to appear.

The 2013 Macy’s Thanksgiving Day parade kicks off 9:00 a.m. ET on November 28 and will air live on NBC.

Baby Hope: Real name Anjelica Castillo engraved on her tombstone after 22 years

Investigators and family of the killed 4-year-old girl known for decades as Baby Hope got some closure Friday as her real name was finally put on her tombstone.

The headstone is now engraved with the name Anjelica Castillo below the only name she’s had for decades, Baby Hope.

Father Rudy Gonzalez declared at the ceremony at St. Raymond’s Cemetery in the Bronx: “Bless the engraving of Anjelica’s name and bless any child who at this moment may be suffering at the hands of evil hearts.” 

Baby Hope’s mother and other family members left flowers and candles for a loved one who would now be 26 years old.

“I’m just glad that her name is on her stone,” said the girl’s sister Lorena Castillo.

In 1991, the body of 4-year-old Anjelica was discovered in a cooler by the highway near Washington Heights. She had been abused and suffocated.

“We couldn’t imagine how anybody could be so cruel to such an innocent little child,” said retired detective Jerry Giorgio.

Jerry Giorgio and retired chief Joseph Resnick were lead investigators on the original case, one that went cold but was never forgotten. Police gave the unknown child the name Baby Hope and paid for her tombstone.

“I’m sad, the fact that we have a dead little girl who should now be 26 years old, vibrant, working, perhaps bearing children herself,” said Joseph Resnick.

Last July, police re-launched their efforts on the 22nd anniversary of the date the child was found, blitzing Washington Heights with posters bearing her sketch. The very next day, Crime Stoppers got a call.

Det. Elena Donnell said the caller “gave specific family members, where to look – ethnicity, origin, approximate dates of birth, and she turned out to be right.”

The case broke wide open in October with the arrest of 52-year-old Conrado Juarez, a cousin on Anjelica Castillo’s father’s side. Conrado Juarez, who has said he was coerced into a cofenssion, was charged with murder and is due back in court November 21.

Guinea Election 2013: Supreme Court upholds election results

Supreme Court in Guinea has upheld September’s election results which saw President Alpha Conde’s RPG party winning the most seats.

Opposition parties have tried to annul the vote, alleging fraud.

International observers said the election in the West African nation was marred by irregularities.

The ruling means the RPG (Rally of the Guinean People) won 53 seats, which falls short of an absolute majority in the 114-seat parliament.

“None of the complaints were supported with the necessary proof,” said Supreme Court President Mamadou Sylla.

President Alpha Conde’s main rival, Cellou Dalein Diallo, and his UFDG party won 37 seats while former PM Sidya Toure’s UFR secured 10 seats.

The remainder of seats was shared by 12 smaller parties and a period of coalition building is now expected.

A spokesman for an umbrella group of opposition parties said they were disappointed by the court’s ruling but would hold talks before announcing their next step.

The election was to replace a transitional government that has run the nation since military rule ended in 2010.

The run-up was marred by violence as well as ethnic and religious tension.

The poll was much delayed and was supposed to have been held six months after the 2010 presidential elections, which Alpha Conde narrowly won.

Censored pictures on Sina Weibo revealed

A collection of pictures censored on Chinese Twitter-like service Sina Weibo has been revealed.

Analysis from US investigative journalism group ProPublica logged 100 users on the service, discovering a total of 527 images removed by censors.

The sample data – which was collected over two weeks – contained dissidents, a yawning politician, and archive shots from the Korean War.

Sina Weibo has some 500 million users in China, but is closely monitored.

ProPublica selected a group of users that had previously had material removed from the site, with a focus on journalists, lawyers and other figures with significant numbers of followers.

The site – with help from the University of Hong Kong – wrote some software that would store posts from the users, and then check on an hourly basis to see if the posts had been removed.

What they found was a wide ranging selection of images deemed not suitable for dissemination on the site.

The collection included images of Bo Xilai, the former high-ranking Chinese politician, who was jailed in October for bribery, embezzlement and abuse of power.

One deleted post had called for the trial to be broadcast live, while another showed Bo Xilai with former US national security adviser Henry Kissinger.

Pictures of other public figures, such as human rights advocate Xu Zhiyong and activist singer Wu Hongfei, were also removed.

A large number of the censored posts monitored were of long passages of text, ProPublica reported.

A service called Long Weibo – comparable to TwitLonger – allows for posts that go beyond the service’s 140-character limit by creating an image showing Chinese characters.

The popularity of Long Weibo has created a censorship headache for authorities as it means banned words are not automatically flagged.

Albanian PM Edi Rama says his country will not allow the destruction of Syrian chemical weapons on its soil.

Edi Rama was responding to two days of protests in Tirana and other cities.

Albania recently destroyed its own chemical stockpile, and the US had requested that it host the dismantling of Syria’s arsenal.

Under the deal brokered by Russia to remove Syria’s chemical weapons, it was agreed that they should be destroyed outside the country if possible.

Edi Rama attacked the Albanian opposition for having criticized the government’s willingness to consider the idea.

A key meeting of the Organization for the Prohibition of Chemical Weapons (OPCW) – the international watchdog supervising the destruction – had adjourned for several hours, awaiting Albania’s decision.

The OPCW needs to come up with an alternative quickly, as the deadline for a detailed plan on destroying Damascus’s toxic agents runs out on Friday.

France has been named as a possible alternative site for destroying Syria’s 1,000 or so tonnes of chemical arms.

Norway has pledged to send a civilian cargo ship and a navy frigate to Syrian ports to pick up the weapons and carry them elsewhere for destruction.

However, Norway said that it could not destroy the weapons on its own soil because it lacked the expertise.

Thanksgiving Recipe: Pecan Pie

Pecan Pie Recipe

Ingredients:

Pie Crust:

3 cups all-purpose flour

1 teaspoon salt

3/4 cup vegetable shortening or lard

3/4 cup salted butter, cut into pieces

1 egg, lightly beaten

1 tablespoon distilled white vinegar

Filling:

1 cup granulated sugar

3 tablespoons brown sugar

1/2 teaspoons salt

1 cup corn syrup (light or dark)

1/3 cup melted salted butter

1 teaspoon vanilla

3 whole eggs beaten

1 cup (heaping) chopped pecans

 

Directions:

First, whip up the pie crust: Mix the flour and salt in a bowl. Add the vegetable shortening and salted butter. Work the butter into the flour using a dough cutter until the mixture resembles tiny pebbles.

Add the egg, 5 tablespoons cold water and the white vinegar. Stir until just combined. Divide the dough in half and chill until needed. (You will only need one half for this recipe, reserve the other half for another use.)

Next make the filling: Mix the granulated sugar, brown sugar, salt, corn syrup, butter, vanilla and eggs together in a bowl.

Preheat the oven to 350 degrees F. Roll out one dough half on a lightly floured surface to fit your pie pan. Pour the pecans in the bottom of the unbaked pie shell. Pour the syrup mixture over the top. Cover the top and crust lightly/gently with foil.

Bake the pie for 30 minutes. Remove the foil, and then continue baking for 20 minutes, being careful not to burn the crust or pecans. The pie should not be overly jiggly when you remove it from the oven (though it will jiggle a bit). If it shakes a lot, cover with foil and bake for an additional 20 minute or until set. Required baking time seems to vary widely with this recipe. Sometimes it takes 50 minutes, sometimes it takes 75!

Allow to cool for several hours or overnight. Serve in thin slivers.

There are a set of skills necessary to best experience the Macy’s Thanksgiving Day Parade in person that are learned from those who have made the trip.

The parade kicks off at 9 a.m. at 77th Street and Central Park West. It travels down Central Park West to Columbus Circle, where it turns onto Central Park South. From there, it’s on to Sixth Avenue – there are great spots here between 59th and 38th streets, but avoid 34th to 38th streets, which will be restricted due to national broadcast needs. It all wraps up in Herald Square.

According to the pros who brave the crowds each year, there are a few tried-and-true strategies:

 

1. The first and most important, arrive early.

“Get there as early as possible,” said aCEO of celebrityletters.com Chris Lucas.

“The parade begins at 9 a.m. and millions line the streets. You have a small window, from about 5 a.m. to 7 a.m. to find a spot where you can be close to the front and not have to peek over crowds 10 to 20 people deep. If you sleep-in and arrive late, all you’re going to see is the balloons overhead.”

Chris Lucas grew up in the New York City area, went to the parade several times as a youngster, but has attended every year for the past 15 years. Taking part in the holiday tradition has taught him something about dealing with the late November weather.

2. Short-timers will advise you to bring a thermos of warm drinks to help ward off the chill. That would be a mistake. The first law of sidewalk dynamics states: fluid in, fluid out.

“It’s a cold morning, and the temptation is to bring coffee or another warming beverage,” Chris Lucas said.

“But there are zero public restrooms along the parade route, for security reasons, so filling up on liquids is the biggest no-no.”

Most of the stores, coffee shops and dining spots near the parade route close for the day anyway. Even if you find one open, it would be difficult to get through the crowd and then back to your spot.

 

3. Forget watching the parade from in front of Macy’s – you’ll need a bandstand ticket for that, and you’ll probably have to know someone in order to score one of those.

Chris Lucas’ best tips: “In addition to getting there as early as possible – I can’t stress that enough, especially if you have small children and want them to see the parade – my advice is to stay far away from Times Square or Herald Square. The best spots to view this year will be anywhere on Sixth Avenue from 59th to 50th street. Get there around 5 a.m., set up your chairs, relax with a book or mobile device and wait for the two-hour show that follows. It’s not to be missed.”

 

4. If claiming a spot of sidewalk during the pre-dawn hours in potentially chilling temperatures isn’t your vision of the ideal Thanks­giving Day, perhaps booking a hotel room with a great view of the proceedings is more acceptable.

Watching the parade from the comfort of your own hotel room is going to cost you.

There are a few things to remember before booking: Many hotels have strict occupancy rules, which means you can’t invite a large group to squeeze into your room with you, and some have a minimum-night stay associated with special packages. The best views are generally from the fifth to 15th floors. And while there are only days until the parade steps off, there are options for some last-minute planners.

 

5. Parking on the street is free, but don’t expect to find an abundance of it.

Expect prices at parking garages near the parade route to be more expensive. The Acela from South Station to Penn Station is about a 3.5 hours ride, with tickets ranging from $128 to $211 on November 27, and $145 to $272 returning home Thanksgiving night .

Lou Reed has been remembered by fans and family at a music-rich public memorial on the streets of New York.

Billed as a “simple celebration”, the event saw fans dance to Lou Reed’s hits which were played over loudspeakers.

Lou Reed’s widow, performance artist Laurie Anderson, greeted well-wishers as they enjoyed the music.

The former Velvet Underground frontman died on October 27 after complications from a liver transplant.

The memorial was previewed on Lou Reed’s Facebook page as a gathering with “no speeches, no live performances, just Lou’s voice, guitar music and songs – playing the recordings selected by his family and friends.”

China relaxes one-child policy

China has decided to relax its policy of restricting most couples to having only a single child, state media announces.

In future, families will be allowed two children if one parent is an only child, says the Xinhua news agency.

The one-child policy already exempts rural dwellers and ethnic minorities.

The move comes after this week’s meeting of a key decision-making body of the governing Communist Party. Other reforms include the abolition of “re-education through labor” camps.

The network of camps created half a century ago holds thousands of inmates.

Police panels have the power to sentence offenders to years in camps without a trial.

China’s leaders have previously said they wanted to reform the system.

The decision to do away with the camps was “part of efforts to improve human rights and judicial practices”, Xinhua said.

Most of these changes have already been tested in parts of the country.

Officials announce their plans well in advance to gain the consensus they need.

The Third Plenum of the Communist Party under President Xi Jinping, who took power last year, also announced plans for economic reform.

Traditionally reforms are expected from the Third Plenum, because new leaders are seen as having had time to consolidate power.

On Tuesday, when the meeting ended, China’s leaders promised the free market would play a bigger role, and farmers would have greater property rights over their land.

State firms will be required to pay larger dividends to the government, while private firms will be given a greater role in the economy.

There will be greater liberalization in both interest rates and the free convertibility of the yuan. More overseas investment will be allowed.

There will also be an increase in the number of smaller banks and financial institutions funded by private capital.

Other reforms announced on Friday include a reduction in the number of crimes subject to the death penalty.

The one-child policy would be “adjusted and improved step by step to promote <<long-term balanced development of the population in China>>”, Xinhua said, quoting a Communist Party statement released on Friday.

China introduced its one-child policy at the end of the 1970s to curb rapid population growth.

It has on the whole been strictly enforced, though some exceptions already exist, including for ethnic minorities.

In some cities, both parents must be only children in order to be allowed to have a second child.

In the countryside, families are allowed to have two children if the first is a girl.

Rights groups say the law has meant some women being coerced into abortions, which Beijing denies.

The traditional preference for boys has also created a gender imbalance as some couples opt for sex-selective abortions.

By the end of the decade, demographers say China will have 24 million “leftover men” who, because of China’s gender imbalance, will not be able to find a wife.

Most of the elderly in China are still cared for by relatives, and only children from single-child parents face what is known as the 4-2-1 phenomenon.

When the child reaches working age, he or she could have to care for two parents and four grandparents in retirement.

After decades of population growth, China’s working-age population has recently begun to shrink.

By 2050, more than a quarter of China’s population will be over 65.

European Commission warns Italy and Spain over 2014 draft budgets

The European Commission has warned Italy and Spain that their draft budgets for 2014 may not comply with new eurozone debt and deficit rules.

The European Union’s executive arm also said French and Dutch plans only just passed muster.

Non-complying countries may have to revise their tax and spending plans before re-submitting them to national parliaments.

It is the first time the Commission has done this.

Under EU rules, eurozone member states are obliged to cut deficits until they achieve a balanced budget or go into surplus.

They also have to reduce public debt levels.

The European Commission does give countries some flexibility if their deficit is below the EU ceiling of 3% of gross domestic product (GDP) and their debt levels are falling.

But when Italy, the eurozone’s third largest economy, asked for such leniency over its 2014 budget plans, the Commission refused because its public debt is still rising.

France, which has slipped back into recession, has taken steps to cut its deficit to below the 3% threshold, but its structural reform plans were only making “limited progress”, the Commission said.

Other countries at risk of breaking EU rules included Finland, Luxembourg and Malta.

According to Philippine officials, the number of people confirmed dead from Typhoon Haiyan now stands at 3,621.

UN and local agencies have issued conflicting tolls, and the final figure is likely to rise still higher.

One week after the storm, food and supplies are now beginning to reach survivors, but aid agencies say the logistics of distribution are enormous.

The Philippine government has defended its response to the disaster, one of the strongest storms ever on land.

Helicopters from a US aircraft carrier have been transporting supplies to the devastated town of Guiuan on the Pacific coast – the first to take the full force of the typhoon.

The carrier, USS George Washington, is expanding search-and-rescue operations and providing a platform for helicopters to move supplies.

Pallets loaded with food and water have been taken from the aircraft carrier to Tacloban, the capital of badly hit Leyte province, and Guiuan.

Uncle Si Robertson, who’s a Vietnam veteran, has a son, Scott Robertson, who was assigned to Fort Hood at one time, and deployed to Iraq.

Si Robertson’s new book is titled Si-cology 1: Tales and Wisdom from Duck Dynasty’s Favorite Uncle.

Gambia cuts diplomatic ties with Taiwan

Gambia has announced that it has severed diplomatic ties with Taiwan.

President Yahya Jammeh’s office said the move was for reasons of “national strategic interest”.

Gambia was one of a few African countries to recognize Taiwan, which China regards as part of its territory.

Correspondents say it is unclear if the move is linked to the development of relations with China, which has a growing influence in Africa.

Despite the announcement, Yahya Jammeh said Gambia hoped to “remain friends” with the Taiwanese people.

“This decision has been taken in our strategic national interest,” a statement from his office read, without elaborating.

“We are proud that we have been a very strong and reliable partner of the Republic of China [Taiwan] for the past 18 years, the results of which are there for every Taiwanese to see.

“Despite the end of diplomatic ties with Taiwan, we will still remain friends with the people of Taiwan.”

Taiwan said it was surprised by Gambia’s decision.

“Our government express shock and regret that Gambian President Yahya Jammeh sent a letter to our embassy in Gambia on 14 November to inform us [of] the immediate termination of ties,” Vice Foreign Minister Simon Ko said in Taipei.

“We think this is Jammeh’s personal decision,” he added.

China has been investing heavily in Africa at it relies on the continent for oil and other natural resources.

China and Taiwan split in 1949, when the Chinese Communist Party overthrew the Republic of China (ROC) and founded the People’s Republic on the mainland, forcing the ROC government to retreat to Taiwan. Beijing says Taiwan is an inalienable part of China.

Initially, most African states recognized the Taipei government but their number has steadily declined.

Gambia’s decision means that Swaziland, Sao Tome and Principe and Burkina Faso are the only African countries that remain allies with Taiwan.

However, earlier this week officials in Sao Tome and Principe said China plans to open a trade mission to promote projects there.

It comes 16 years after Beijing broke off relations with the tiny Central African nation over its diplomatic recognition of Taiwan.

The track will come out next week, according to a tweet by Justin Bieber.

Dario Franchitti retires from IndyCar racing after Houston crash

Dario Franchitti announced Thursday he will no longer be able to compete in auto racing because of injuries suffered in an October 6 crash.

The 40-year-old IndyCar champion, who suffered a broken back, right ankle and concussion in a crash at the Houston Grand Prix that sent his car airborne into a catchfence and back onto the temporary street circuit, also won three Indianapolis 500s in a career that started in 1997.

Dario Franchitti and his team were looking forward to his return in 2014, when Ganassi is welcoming 2013 Indianapolis 500 winner Tony Kanaan to the stable that already includes three-time and reigning IndyCar champion Scott Dixon.

The Chip Ganassi Racing driver ends his career tied for eighth on the all-time list with 31 career wins and 33 pole positions.

Dario Franchitti issued the following statement: “Since my racing accident in Houston, I have been in the expert care of some of the leading doctors and nurses, all of whom have made my health, my safety and my recovery their top priority. Food addiction used as an excuse for overeating

Professor John Blundell from the Institute of Psychological Sciences at the University of Leeds warns the term “food addiction” is being used far too freely.

Some have likened food addiction to drug addiction, and then used this term to associate it with overeating, and as a clinical explanation for the obesity epidemic, implicating millions of people.

The use of the term “food addiction” is a step towards medicalization and implies that normal human social behavior is pathological.

Forms of eating therefore become an illness. This attitude is not helpful and has huge implications for the way in which people view their own behavior and their lives.

The concept of food addiction comes from a combination of experimental data, anecdotal observations, scientific claims, personal opinions, deductions and beliefs.

It is an over-simplification of a very complex set of behaviors.

The existing evidence fails to define the precise characteristics of the actual foods concerned or the eating environment that underlies the assumed addiction risk.

This is in contrast to drug addiction, where the molecule is identified and its pharmacological effect on the brain is characterized.

Animal studies have shown changes to specific brain regions in those given a sugary diet – and human brain scans show activation of reward systems in the same part of the brain when sweet tastes are consumed.

Therefore, it is not surprising that reward centres are activated when sweet foods are consumed, as we know that the reward circuits in the brain have been established through evolution as signalling systems that control our appetite.

Many stimuli influence these areas of the brain and, in addition, there is an intrinsic drive to consume carbohydrate-rich foods to satisfy a basic metabolic need of the brain.

Sweetness is a major signal for such foods but the science has not yet assessed this fully and much more work is needed before we could say that food is addictive.

Attributing food addiction as the single cause underlying the development of obesity, despite the existence of numerous other very plausible explanations, is unhelpful, particularly for those trying to live more healthy lives.

Prof. John Blundell many people may potentially latch on to the concept of food addiction as an excuse to explain their overeating – the premise that it’s “not my fault” and therefore, “I can’t help it”.

This removes the personal responsibility they should feel and could act on – and they infer that their eating is a form of disease.

Food addiction may offer an appealing explanation for some people but the concept could seriously hinder an individual’s capacity for personal control.

Binge eating disorder does exist – but it is a rare clinical condition affecting fewer than 3% of obese people.

Sufferers have a strong compulsion to eat, which persists alongside the sense of a loss of control.

Addiction-like food behavior may be a component of the severe and compulsive form of binge eating disorder.

Al Ruscio dies aged 89

Al Ruscio, who appeared in Showgirls, Bonanza, The Godfather II, Seinfeld, has died on Tuesday at the age of 89, his daughter announced.

The veteran actor played different characters during his 50-year career, but he will perhaps be best remembered as the defiant restaurant manager at Monk’s in Seinfeld, and as crime boss Leo Cuneo in The Godfather sequel.

Seized ivory crushed at National Wildlife Property Repository in Colorado

More than 6 tons of seized ivory including tusks, carvings and jewellery have been crushed in Colorado.

Thousands of items accumulated over the past 25 years were dumped into a steel crusher at the National Wildlife Property Repository north of Denver.

The items were seized from smugglers, traders and tourists at US ports of entry since the 1989 international embargo on the ivory trade took effect.

Elephants continue to be shot for their prized tusks despite the global ban.

“These stockpiles of ivory fuel the demand,” said Dan Ashe, director of the US Fish and Wildlife Service.

The illegal trade in ivory threatens the very existence of the African elephant, the largest land animal on Earth, experts have warned.

Last year saw the highest number of large seizures of illegal ivory for more than two decades.

On Wednesday, Secretary of State John Kerry announced a $1 million reward to help smash a Laos-based poaching syndicate that slaughters endangered elephants and rhinos for their tusks and horns.

John Kerry said profits from wildlife trafficking were being pumped into other illicit activities such as narcotics, arms, and human trafficking.

Nicolas Maduro nears special powers as Venezuela’s president

Venezuela’s National Assembly has helped President Nicolas Maduro to move closer to decree powers.

Under the new measures Venezuela’s president would be able to govern by decree for 12 months.

The bill still needs to be revised by a special commission and debated for a second time, but correspondents do not expect significant changes to be made.

Nicolas Maduro says he will use it to tackle corruption and the economic crisis. However, critics fear he may use it to silence the opposition.

The approval of the first reading of the bill comes after a member of parliament, Maria Aranguren, who defected to the opposition was stripped of her parliamentary immunity on Tuesday, being replaced by a government loyalist.

This provided the one remaining vote that the government was missing to achieve the 99 votes needed for the approval of the “Ley Habilitante”, or Enabling Act.

The vote did not come as a surprise, but the opposition has openly criticized the move saying the government will use it to clamp down on opponents ahead of local elections in December.

Dogs have European origin, says a new study

A new study suggests that dogs were domesticated in Europe.

The scientists have long argued over the precise timing and location for their emergence.

The new research, based on a genetic analysis of ancient and modern dog and wolf samples, points to a European origin at least 18,000 years ago.

Olaf Thalmann and colleagues report the investigation in Science magazine.

It adds a further layer of complexity to the story.

Earlier DNA studies have suggested the modern pooch – in all its shapes and sizes – could track its beginnings back to wolves that attached themselves to human societies in the Middle East or perhaps in East Asia as recently as 15,000 years ago.

The problem with these claims is that palaeontologists have found fossils of distinctly dog-looking animals that are 30,000 years old or more.

Dr. Olaf Thalmann, from Finland’s University of Turku, and his team, have had another go at trying to sort through the conflicting DNA evidence.

They compared genetic sequences from a wide range of ancient animals – both dogs and wolves – with material taken from living canines – again, from both dogs and wolves.

This analysis reveals modern dogs to be most closely related to ancient European wolves or dogs – not to any of the wolf groups from outside Europe, nor even to modern European wolves (suggesting the link is with old European wolves that are now extinct). And because the dog remains used in the research are dated to be more than 18,000 years old, it indicates a timing for domestication that is much older than some researchers have previously argued.

If correct, it means dogs started to diverge from wolf populations when humans had yet to settle into fixed, agricultural communities and were still hunting and gathering.

It is possible there were wolves that would follow these hunters, may be at a distance at first, living off the scraps and discards from the humans’ big-game kills such as mammoth, before eventually being incorporated into the human groups as they became less wary.

“You can see how wolves benefitted from living near humans because they got these carcases, but humans too would have benefitted,” said Dr. Olaf Thalmann.

The latest study is unlikely to be the last word on the subject, however.

Using DNA – and the subtle changes it undergoes over time – to examine animal origins and relationships is a very powerful tool, but far from fool-proof.

One of the problems scientists have is that dog populations have become very mixed over time, as a result of being moved around by their human owners. This complicates the genetic signal.

The difficulty is further amplified by the fact that some dogs have at times also clearly back-bred with wild wolves. Teasing all this apart is very difficult.

A resolution will require more sampling and more analysis, particularly of the core, or nuclear, DNA of ancient animals.

This and many of the previous studies have relied on so-called mitochondrial DNA (mtDNA), a small sub-packet of genetic material in cells that, although incredibly useful, does not represent the fullest information possible.

The larger nuclear DNA material could provide the more compelling answers but it is much more difficult to retrieve, especially in very old bones or fossils. A number of research groups around the world are trying, though.

Whitey Bulger, who led Boston’s Winter Hill gang in the ’70s and ’80s, spent 16 years on the run before his 2011 capture in California.

He was convicted last August of 11 murders.

James “Whitey” Bulger, 84, had argued unsuccessfully that he was promised immunity by a now-deceased prosecutor in return for Bulger’s offer of protection from other mobsters.

In sentencing, Judge Denise Casper told Whitey Bulger: “The scope, the callousness, the depravity of your crimes are almost unfathomable.

“Your crimes are made all the more heinous because they are all about money.”

On Wednesday, family members of some of the victims had a chance to confront him in the courtroom, with one man calling him a “terrorist” and “Satan”.

At one point a courtroom heckler labeled James “Whitey” Bulger a coward after he opted not to testify in his own defense.

Over the course of the proceedings, James Bulger’s former associates detailed the methods he used to silence people.

Stephen “The Rifleman” Flemmi described how Whitey Bulger persuaded him that his girlfriend had to die because she had learned about his dealings with a corrupt FBI agent.

He described how Whitey Bulger strangled her in front of him, and then explained how two other gang members disposed of the body.

Prosecutors called him a “sociopath” and portrayed him as a cold-blooded, hands-on boss who killed anyone he saw as a threat, along with innocent people who happened to get in the way.

But his lawyers tried to soften his image by producing a photo album showing him as an “ordinary” man and insisting that their client was not “immune” to the emotions of the victim’s families.

The FBI also came under criticism from several family members of the victims, who said the organization allowed James Bulger to kill and torture while he worked as an informant on the crime group New England Mafia.

David Wheeler, the son of an Oklahoma businessman killed by a hitman from James Bulger’s gang, called him a “government-sponsored assassin”, but said the “greatest shame of all” fell on the FBI.

But James Bulger’s defence sought to portray the FBI office that led the investigation into his alleged crimes as corrupt, arguing that the witnesses who testified against him were former criminals.

James “Whitey” Bulger was on the FBI’s most wanted list alongside Osama bin Laden.

But it was an FBI agent, John Connolly Jr., who tipped off Whitey Bulger with the plans to capture him.

James “Whitey” Bulger fled in 1994 and was captured in 2011 with his long-time girlfriend Catherine Elizabeth Greig, a dental hygienist who, earlier this year, was sentenced to eight years for harboring a fugitive.

John Connolly Jr. was subsequently convicted of second-degree murder in Florida, for leaking information to Whitey Bulger that led to the slaying of a gambling executive.

James “Whitey” Bulger is said to have been the inspiration for the gangster played by Jack Nicholson in Martin Scorsese’s 2006 film The Departed.

ObamaCare: Barack Obama announces changes to his healthcare law

President Barack Obama has announced a one-year reprieve for millions of Americans facing cancellation of their health insurance policies under his embattled healthcare law.

The president said insurers could extend individually purchased plans that would otherwise be cancelled.

While pushing for the law’s passage, Barack Obama vowed people with individual plans who liked their policies could keep them.

“We fumbled the rollout on this healthcare law,” he said.

In recent weeks insurance companies have sent letters to their customers announcing the cancellation of coverage that does not meet the Affordable Care Act’s strict new requirements for policies sold on the individual private market.

The law included a provision that would allow individual plans that did not meet the standard to continue as long as they were created before 2010. But many firms did not maintain these plans.

While Barack Obama said on Thursday that those people could keep their old plans, he encouraged them to shop around for better, more cost-effective coverage.

Under the change announced on Thursday, insurance companies that extend those plans will be required to inform customers of which medical care they do not cover, and inform them that other insurance options offering more coverage may be available.

Barack Obama also said he expected to have to “win back” credibility and the “confidence” of the American people in the wake of ongoing issues with the health law, his signature domestic policy initiative.

“I completely get how upsetting this can be for many Americans,” Barack Obama said, acknowledging that he had made assurances that anyone who wanted to keep their plans would be able to.

“To those Americans: I hear you loud and clear.”

It is unclear how many will be affected by the fix. White House officials told Reuters that state insurance commissioners would have to allow it to go ahead and it would be up to insurance firms to renew the plans.

Ahead of Barack Obama’s announcement, Republican House Speaker John Boehner insisted it was time to “scrap this law once and for all”.

“You can’t fix this government-run health care plan called ObamaCare,” John Boehner said of the law, which relies mostly on health insurance plans offered by private, for-profit companies.

“It’s just not fixable.”

At the White House briefing room, Barack Obama acknowledged the flaws with the law’s rollout had put a “burden” on his fellow Democrats.

The American public has remained divided over the law since its 2010 passage and subsequent rollout. Republicans, who were unanimously opposed to the law and have tried to undermine it at every turn, have sought political advantage in every reported problem with the law.

The law, known to both sides as “ObamaCare”, is certain to be an issue in the 2014 mid-term elections.

Before Barack Obama announced the change, the White House had said it was against proposals that would allow insurers to continue selling medical coverage that did not offer the level of benefits required under the law.

“The old individual market was not working well,” Barack Obama said on Thursday.

“And it’s important that we don’t pretend that somehow that’s a place worth going back to.”

Meanwhile, the Obama administration is still struggling to fix ongoing glitches with the healthcare.gov website, established by the law to enable consumers who do not get health insurance from their employers or from the government to shop for private plans.

Among other issues, the site has been plagued by long wait times to sign up for an insurance plan and serious flaws on the back end where customers’ data are processed and sent to insurance companies.

The problems have proven so severe that fewer than 27,000 people in 36 US states have successfully enrolled in healthcare programs on the site since it launched on October 1st.

In comparison, about 79,000 enrolled using websites run by states.
