Egypt votes on new constitution

Egypt has begun voting in a two-day referendum on a new constitution, which could pave the way for fresh elections.

The new charter aims to replace the constitution passed under Islamist President Mohamed Morsi months before he was ousted by the army.

The military wants a strong “Yes” vote to endorse Mohamed Morsi’s removal.

Mohamed Morsi’s Muslim Brotherhood, now designated a terrorist group, is boycotting the vote and there are fears of violence.

Shortly before voting began, an explosion took place near a court building in Cairo’s Imbaba district, although no casualties were reported.

A huge security operation is being mounted for the two days of voting. The interior ministry says 200,000 police officers, 150 central security units and 200 combat groups are being deployed around polling stations on both days.

Army chief Gen. Abdel Fattah al-Sisi visited one polling station in north Cairo, telling guards there: “Work hard. We need the referendum to be completely secured.”

However, spotting any posters from the “No” campaign is a lot harder and people have been arrested for putting them up.

The referendum is seen by many as more than a ballot on a new constitution – it is widely viewed as a verdict on the removal of Mohamed Morsi.

Television pictures showed long lines of voters at some Cairo polling stations.

Interim PM Hazem Beblawi has called the referendum the “most critical moment” for Egypt.

After voting on Tuesday, he said: “Our country needs every vote from Egyptians.”

Egypt has begun voting in a two-day referendum on a new constitution
Egypt has begun voting in a two-day referendum on a new constitution

The new constitution was drafted by a 50-member committee that included only two representatives of Islamist parties.

The authorities maintain that the new draft delivers more rights and freedoms, and is a crucial step on the road to stability.

Under the new constitution:

  • The president may serve two four-year terms and can be impeached by parliament
  • Islam remains the state religion – but freedom of belief is absolute, giving some protection to minorities
  • The state guarantees “equality between men and women”
  • Parties may not be formed based on “religion, race, gender or geography”

Critics say the new constitution favors the army at the expense of the people, and fails to deliver on the revolution of 2011 which overthrew Hosni Mubarak.

The new constitution retains a provision allowing civilians to be tried in military courts, and it gives the military control over the appointment of the defense minister for the next eight years.

It also stipulates that the military’s budget will be beyond civilian oversight

A “yes” vote could also pave the way for fresh presidential and parliamentary elections.

It now seems certain that Gen. Abdel Fattah al-Sisi, who backed Mohamed Morsi’s removal following mass protests, will run for president.

The constitution is expected to attract a resounding “Yes” vote, but the turnout is key, analysts say.

The last charter, passed just over a year ago, was approved by 63.8%, but only 32.9% of the population voted.

Mohamed Morsi was Egypt’s first democratically elected president but was deposed by the military last July.

He is being held in jail in Alexandria, facing several criminal charges relating to his time in office – which he says are politically motivated.

Many of the Muslim Brotherhood’s senior leaders and the movement’s supporters are also behind bars.

More than 1,000 people have died in violence since Mohamed Morsi’s overthrow.

Michoacán conflict: Mexico deploys troops to take over security

Mexico’s government has announced that federal troops will take over security in Michoacán, an area where vigilante groups and a drugs cartel are clashing.

The “self-defense groups” seized several small towns in the western state of Michoacán over the past week.

They say they are fighting for the freedom of their communities from the notorious Knights Templar cartel.

Mexican Interior Minister Miguel Angel Osorio Chong urged the vigilantes to lay down their weapons.

But he warned that there would be no tolerance for those who continued fighting.

“Be certain we will contain the violence in Michoacán,” he said after a meeting with state governor Fausto Vallejo in the regional capital, Morelia.

Miguel Angel Osorio Chong also encouraged the vigilantes to join the police forces.

But the leader of one of the “self-defense groups,” Estanislao Beltran, rejected that offer.

“If we give up our weapons without any of the drug cartel leaders having been detained, we are putting our families in danger because they will come and kill everyone, including the dogs,” said Estanislao Beltran.

On Sunday, more than 100 vigilantes seized the small town of Nueva Italia. There were brief exchanges of fire with members of the Knights Templar cartel.

Local police were searched and disarmed, and federal forces were nowhere to be seen.

Some months ago, a small number of federal police were deployed in Michoacán state.

The fertile farming area in western Mexico known as Tierra Caliente has been engulfed in a turf war between the Knights Templar and the New Generation cartel, from neighboring Jalisco state.

The vigilantes say the army and federal troops have failed to guarantee the security of their families.

They say they are preparing an offensive against the Knights Templar centre of command, in the nearby city of Apatzingan.

The criminal gang has accused the vigilantes of having sided with the New Generation cartel, something they fiercely deny.

“What we are doing is fighting for the freedom of our families,” Estanislao Beltran said.

Madeleine McCann case: UK police to make first arrests in Portugal

British police officers will travel to Portugal to make the first arrests since they started to review the Madeleine McCann case in 2011, Daily Mirror reported.

Police investigating the 2007 disappearance of Madeleine McCann in Portugal want to speak to three men they believe were carrying out burglaries at the time of the girl’s disappearance.

According to the tabloid, police were preparing to travel to Portugal to make the first arrests since British officers started to review the case in 2011.

Madeleine McCann went missing aged three from her room at the Praia da Luz holiday resort in the Algarve in May 2007 while her parents were dining with friends at a nearby restaurant, leading to a global search that gripped the world’s media.

The police have since found mobile phone records which showed the three men in question made numerous calls to each other in the hours after the three-year-old disappeared, the mass-selling newspaper said.

Britain’s prosecution service has sent an International Letter of Request to Portuguese police seeking permission to arrest the trio, the paper added.

A spokesman for the police confirmed that a letter had been sent to the Portuguese authorities, but declined to comment on the contents of the letter.

“We can confirm a second International Letter of Request has been sent to the Portuguese authorities,” the spokesman said.

Despite huge international interest and numerous reported sightings from Belgium and Spain to Morocco, France and Malta, and investigations stretching as far away as Australia, the girl’s fate remains a mystery.

Madeleine McCann’s parents were named as official suspects by Portuguese police four months after her disappearance, but in 2008 they were cleared and Portugal’s public prosecutor later dropped the case, citing a lack of evidence.

Valerie Trierweiler remains in hospital after shock of Francois Hollande affair

Francois Hollande’s official partner, Valerie Trierweiler, is to remain in hospital, where she has been since Closer magazine accused the French president of having an affair with actress Julie Gayet.

Valerie Trierweiler had been expected to leave hospital on Monday, but her aides said doctors had told her she needed more rest.

France’s first lady went to hospital on Friday shortly after Closer magazine alleged Francois Hollande was having an affair with film actress Julie Gayet.

Francois Hollande did not deny the report but protested at invasion of his privacy.

The president and Valerie Trierweiler have been together since 2007.

A presidential news conference scheduled for Tuesday on plans to boost the flagging economy now looks likely to be overshadowed by Francois Hollande’s private life, correspondents say.

Opinion polls already suggest he is one of the most unpopular French presidents ever.

Aides of Valerie Trierweiler, who is Francois Hollande’s official partner and lives at the Elysee Palace, said she went to hospital on Friday for “rest and some tests”.

On Monday, an aide told Europe 1 broadcaster: “The doctors will determine when she can be dismissed from hospital. She needs to recover from the shock she has suffered.”

Le Parisien newspaper quoted one of Valerie Trierweiler’s friends as saying she is willing to forgive Francois Hollande, but wants to know about his intentions as soon as possible.

The French media face strict privacy laws, but the tradition of secrecy over the private lives of public figures has been steadily eroded in recent years.

On Friday, Closer magazine printed a seven-page article about the alleged affair between Hollande Hollande and Julie Gayet.

The article was illustrated with photos showing a man said to be the president visiting a flat near the Elysee Palace at the same time as Julie Gayet.

Francois Hollande, who has never married, left his previous partner – fellow Socialist politician Segolene Royal – to be with Valerie Trierweiler.

India to be declared polio-free

India has announced polio eradication after three years since its last reported case, a landmark in the global battle against the disease.

It is seen as confirmation of one of India’s biggest public health successes, achieved through a massive and sustained immunization program.

India’s health minister hailed it as a “monumental milestone”.

In 2012 the World Health Organization (WHO) removed India from the list of polio-endemic countries. Pakistan, Afghanistan and Nigeria remain on it.

The list refers to countries in which the virus is circulating freely and the transmission of the infectious disease has not been stopped.

Despite India’s success, health experts fear a resurgence of polio in other parts of the world.

“This monumental milestone was possible due to unwavering political will at the highest level, commitment of adequate financial resources, technological innovation … and the tireless efforts of millions of workers including more than 23 lakh (2.3 million) vaccinators,” Health Minister Ghulam Nabi Azad told reporters.

India is marking three years since its last reported polio case
India is marking three years since its last reported polio case

The WHO is expected to formally certify India’s polio-free status next month after testing its last samples.

“India has now set other important public health goals as a result of the confidence that the country has got from the successful eradication of polio,” the WHO’s Hamid Jafari told AFP news agency, citing a new goal to eradicate measles.

Only one case of polio was recorded in India in 2011, down from 741 in 2009. It came from the eastern state of West Bengal in 2011 when an 18-month-old girl was found to have contracted the disease.

After the eradication of smallpox in 1980, polio is the second disease in India that has been eliminated through immunization.

Nearly 2.3 million volunteers vaccinate some 170 million children under five years of age in India during every round of immunization.

Polio is capable of causing crippling disability or death within hours. It plagued societies in ancient times – and was present in more than 100 countries even in the 1980s, when it left 350,000 people paralyzed each year.

Global cases have decreased since then as part of a mass eradication program – to 372 in 2013.

Dennis Rodman apologizes again for not helping Kenneth Bae

0

Dennis Rodman apologized on Monday for not being able to help American citizen Kenneth Bae, a missionary detained in North Korea, during his trip there to play in a game to celebrate Kim Jong-un’s birthday.

”I’m sorry, I’m sorry I couldn’t do anything,” Dennis Rodman told media on his arrival at Beijing airport from a weeklong trip.

”It’s not my fault. I’m sorry. I just want to do some good stuff, that’s all I want to do.”

The former NBA star said he would return to North Korea next month, but gave no details.

Dennis Rodman and the squad of retired NBA players he took to North Korea for an exhibition game marking Kim Jong-un’s birthday have met with criticism in the US because of North Korea’s human rights record and its development of nuclear weapons.

He was also slammed for not using his influence with Kim Jong-un to help free Kenneth Bae, who has been detained for more than a year for ”anti-state crimes.” Dennis Rodman apologized last week for comments he made in a CNN interview implying Kenneth Bae was at fault, saying he had been drinking and was upset because some of his teammates were leaving under pressure.

On Monday, Dennis Rodman reiterated that his trip to North Korea – in which he sang Happy Birthday to Kim Jong-un before playing the exhibition game at a Pyongyang stadium – was one of goodwill.

”This is not a bad deal,” he said.

”I want to show people that no matter what’s going on in the world, for one day, just one day, no politics, not all that stuff.

”I’m sorry for all the people and what’s going on, I’m sorry,” he continued.

”I’m not the president, I’m not an ambassador, I’m just an individual that wants to show the world the fact that we can actually get along and be happy for one day.”

Dennis Rodman and Kim Jong-un struck up a friendship when the basketball-player-turned-celebrity first traveled to North Korea last year.

Pope Francis encourages public breastfeeding

Pope Francis emerged as a breastfeeding supporter, encouraging mothers to tend to their babies.

The pontiff told families who had brought their offspring to him for a special papal baptism that they should not stand on ceremony if the children were in need of food.

“If they are hungry, mothers, feed them, without thinking twice,” he said, smiling.

“Because they are the most important people here.”

On this occasion Pope Francis, 77, did not use the verb “breastfeed”. But he had already expressed an uncommonly down-to-earth approach to the practice in an interview with La Stampa last month. Recounting an encounter with a mother and her wailing newborn son at a general audience, he said he told her to feed him then and there.

“She was modest,” Pope Francis recalled.

“She didn’t want to breastfeed in public as the pope was going past.”

Ariel Sharon funeral: Coffin lay in state outside parliament building in Jerusalem

Former PM Ariel Sharon have been described as an “indomitable” man devoted to the security of his people at his state memorial in Israel.

Israel’s current PM Benjamin Netanyahu said Ariel Sharon was “one of the greatest military commanders the Jewish people have had”.

Ariel Sharon, regarded by many Israelis as a great statesmen but widely loathed in the Arab world, died on Saturday at the age of 85 after 8 years in a coma.

He will be buried later at the family ranch in the Negev desert.

Thousands of mourners paid their final respects on Sunday, when Ariel Sharon’s coffin lay in state outside parliament – the Knesset – in Jerusalem.

There were some 20 foreign delegates and hundreds of Israeli dignitaries attending Monday’s memorial service.

They included US Vice-President Joe Biden, Russian Foreign Minister Sergei Lavrov, Middle East international envoy Tony Blair, Czech PM Jiri Rusnok and German Foreign Minister Frank-Walter Steinmeier.

Delivering the first speech at the memorial, President Shimon Peres said Ariel Sharon was a “living military legend” who also always dreamed of peace for Israel.

He said Ariel Sharon’s shoulders had “borne the weight of the security of our people”.

Benjamin Netanyahu said Ariel Sharon’s “unique contribution to the security of the state is engraved in our historical writings”, adding: “Your memory will be part of this nation forever.”

Joe Biden described Ariel Sharon as an “indomitable bulldozer… The security of his people was his unwavering mission”.

The US vice-president also told the Israeli people: “As long as there is a United States of America, you are not alone.”

Describing Ariel Sharon as “bold, unorthodox and unyielding”, but also “warm-hearted, humorous, charming and passionate”, Tony Blair called the former PM “a giant of this land” who would “take his place in the history of Israel with pride”.

Ariel Sharon’s body was then taken in a funeral cortege for a brief military ceremony at Latrun, west of Jerusalem, where he was severely wounded in the 1948 war of independence.

His final journey is to the Sycamore ranch he owned near Sderot, close to Gaza.

Ariel Sharon will be buried beside his wife Lili, who died in 2000.

Because of its proximity to Gaza, three security rings are being placed around the farm.

The inner ring closest to the grave will be for family and invited guests alone, the second will be open to the public and the third will be a security measure surrounding the perimeter.

An Israeli security source said the Hamas government in Gaza had been warned to prevent any rocket attacks.

The Israeli military says a battery of the Iron Dome missile defense system is located nearby and that two rockets were launched from Gaza on Monday morning but did not reach Israel.

No-one from the Arab world, Africa or Latin America was attending Monday’s ceremonies.

Thai protesters begin Bangkok shutdown

Thai protesters are blocking roads in parts of Bangkok in a bid to oust Yingluck Shinawatra’s government before snap elections on February 2.

The protesters have built barricades and occupied key road junctions.

The government has deployed 18,000 security personnel to maintain order.

The protesters, who began their campaign in November, want to replace the government of PM Yingluck Shinawatra with an unelected “People’s Council”.

They allege Yingluck Shinawatra is a proxy for her brother, former PM Thaksin Shinawatra, who was ousted by the military in 2006 and is currently in self-imposed exile.

Protesters claim populist policies from Thaksin Shinawatra-allied parties have created a flawed democracy.

However, Thaksin Shinawatra-allied parties draw considerable support from rural voters and have a majority in the Thai parliament. Parties allied to Thaksin Shinawatra have won the last four elections.

The main opposition party is now boycotting the 2 February polls. Anti-government protesters have called on Yingluck Shinawatra to step down.

Yingluck Shinawatra has previously urged protesters to respect the democratic process and use the February elections to choose the next government.

At least eight people have been killed since the protests began late last year. On Saturday, at least seven people were injured when unknown gunmen opened fire on demonstrators at the main rally site in Bangkok.

On Sunday night, an unidentified gunman attacked demonstrators at a protest site, shooting at least one man, officials said.

Police said a gunman also fired shots at the opposition party headquarters in a separate incident, although no casualties were reported.

Thousands are reported to have turned out for Monday’s demonstrations. Protesters say they intend to achieve what they are calling a shutdown of the capital.

Seven major intersections have been blocked by the anti-government protest movement, which has erected stages and piles of sandbags across the roads.

The government says it wants life to continue as normal through the shutdown and has ordered extra trains to run on the mass transit system and provided thousands of additional parking places outside the city centre.

Protesters also plan to surround key ministries and cut off their power supply in a bid to prevent them from functioning. About 150 schools have been told to close.

The protesters say they will remain in place for several days – but say they will not target public transport or the airports, which were closed for several days by anti-Thaksin protesters in 2008.

Protest leader Suthep Thaugsuban, who was formerly a senior opposition party politician, described the movement as “a people’s revolution”.

Yingluck Shinawatra was “no longer prime minister” in the eyes of the demonstrators, he told reporters on Monday.

The government says it is deploying 8,000 soldiers and 10,000 police to keep order.

The military – which has carried out several coups in the past – has refused to rule out another one. Some fear an escalation of violence could lead to a military intervention.

The government has so far worked to avoid confrontation with the protesters.

Yingluck Shianwatra had “ordered all police and military personnel to exercise utmost restraint and not to use all kinds of weapons in handling the protesters”, the deputy prime minister said.

The political unrest is the worst to hit Thailand since the protests of 2010, which were against a government led by the current opposition party and left more than 90 people dead, mostly civilian protesters.

Golden Globes 2014: American Hustle hat-trick

American Hustle has won three Golden Globe awards at last night ceremony in Beverly Hills, including best film comedy or musical.

Its stars Amy Adams and Jennifer Lawrence also picked up best actress and supporting actress prizes for their roles in the 1970s-set crime movie.

Steve McQueen’s 12 Years a Slave picked up the top honour of the night, winning best film drama.

However, it was the only award 12 Years a Slave picked up, after going into the evening with seven nominations.

Both Steve McQueen and stars Chiwetel Ejiofor, Michael Fassbender and Lupita Nyong’o had received nods but came away empty-handed.

Collecting the award, Steve McQueen said he was “a little bit in shock” and thanked his wife for finding the book by Solomon Northup, on which the film was based.

The other film awards were spread around a number of movies.

Matthew McConaughey was named best actor in a drama for his role as AIDS patient Ron Woodroof in Dallas Buyers Club.

The actor said the award was “unexpected, but graciously accepted”.

His co-star Jared Leto also won the best supporting actor prize for his depiction of a transgender woman.

Cate Blanchett collected the best actress in a drama award for her part as a disgraced socialite in Woody Allen’s Blue Jasmine, while Leonardo DiCaprio won best actor in a comedy or musical for The Wolf of Wall Street.

Leonardo DiCaprio, who won his second Golden Globe after nine nominations, thanked director Martin Scorsese for his mentorship and for “allowing me to stalk you to make this movie”.

Alfonso Cuaron was named best director for Gravity – the only award the space movie picked up on the night – beating Steve McQueen, Paul Greengrass for Captain Phillips, Alexander Payne for Nebraska and David O. Russell for American Hustle.

The screenplay award went to Spike Jonze for his comedy romance Her. Italian film The Great Beauty won the title of best foreign language film and Disney’s Frozen took home the best animated feature award.

Robert Redford’s film All is Lost won the best original score prize, while Irish band U2 won best original song for Ordinary Love, as featured in Mandela: Long Walk to Freedom.

Coldplay and Taylor Swift had also been in the running for their songs from Hunger Games: Catching Fire and Paul Potts film One Chance respectively.

As the first major ceremony of the awards season, the winners are a likely indication of Oscar recognition when the nominations are announced later this week.

The TV categories featured a number of double award winners.

Liberace biopic Behind the Candelabra was named best TV movie/mini-series, with Michael Douglas picking up the best actor in a TV movie, series or mini-series, beating his co-star, Matt Damon.

Although the film was released in cinemas around the world, it was only shown on cable channel HBO in the US.

Breaking Bad also came away with two awards including best drama series and best actor in a drama for its star Bryan Cranston.

It was the first Golden Globe for Bryan Cranston, having been nominated for the same award every year since 2011. He was also nominated in 2003 for his role in comedy Malcolm in the Middle.

He called the award “a lovely way to say goodbye” after the series ended after five years in September.

Police caper Brooklyn Nine-Nine also collected two prizes including best comedy or musical TV series and best actor in a comedy for Andy Samberg.

Amy Poehler won best actress in a TV comedy or musical for her role in Parks and Recreation, while Robin Wright was named best actress in a drama series.

Elisabeth Moss won best actress in a TV movie or mini-series for Top of the Lake and veteran actor Jon Voight collected best supporting actor in a TV movie, series or mini-series for Ray Donovan.

Jacqueline Bisset won best supporting actress in a TV series, mini-series or TV movie – for her part in drama Dancing on the Edge.
