Cyprus makes significant progress in bailout talks with EU and IMF

Cyprus’ Finance Minister Michael Sarris has announced the country has made “significant progress” in talks with the EU and IMF aimed at securing a bailout.

Michael Sarris was also quoted as saying Cyprus was considering a 25% levy on deposits of more than 100,000 euros in its biggest bank.

Cyprus has to raise 5.8 billion euros ($7.5 billion) before Monday to secure a 10 billion-euro loan.

Parliament has approved restructuring the island’s banks, among other moves.

But it rejected a levy earlier this week, before EU pressure brought the proposal back to the table. The rejected proposal included a levy on smaller deposits.

On Saturday afternoon more than 1,000 bank employees marched to the Cypriot finance ministry, stopping briefly at the presidential palace on the way.

Marchers held placards with slogans such as “No to the bankruptcy of Cyprus” and chanted “United we cannot be defeated”.

Michael Sarris was speaking after talks with the “troika” of the EU, the European Central Bank (ECB) and the IMF.

“Significant progress has been made toward an agreement at least with the troika which will report to the Eurogroup,” he said.

“Two or three issues need further work.”

Michael Sarris said experts were now discussing these issues, and the talks would resume later on Saturday afternoon with the aim of finalizing the package.

Cyprus’ President Nicos Anastasiades and party leaders were considering a trip to Brussels depending on the outcome of the meeting.

The Eurogroup, of 17 eurozone finance ministers, will meet to discuss the Cyprus bailout at 18:00 local time on Sunday, its president Jeroen Dijsselbloem tweeted.

The ECB has given Cyprus until Monday to raise the bailout money.

If Cyprus fails, the ECB said it would cut off funds to the banks, meaning they would collapse, possibly pushing the country out of the eurozone.

Cyprus now needs to find out what money-raising measures the EU will accept before putting them to a vote.

Germany is essentially writing the rules for the eurozone, and the message coming from Brussels and Berlin is that the money has to come from the banking sector and investors who have benefited from high interest rates over recent years.

Germany has voiced opposition to another measure approved by the Cypriot parliament on Friday – nationalizing some pensions to pay into a solidarity fund along with other assets.

Germany has also made it clear that it will no longer accept an economy within the eurozone that is dominated by its status as an economic tax haven, our correspondent adds.

Leading Cypriot bankers have urged parliament to accept a levy, with small savers exempted.

On Tuesday, parliament overwhelmingly rejected a levy that would have made small savers pay 6.75%, while larger investors would have paid 9.9%.

The proposal had provoked widespread anger among both ordinary savers and large-scale foreign investors, many of them Russian.

The government fears a levy would prompt foreign investors to withdraw their money, destroying one of the island’s biggest industries.

Michael Sarris travelled to Moscow this week to seek Russian support for alternative funding methods, but Russia said it would only act after the EU reached a deal with Cyprus.

Among nine bills approved on Friday, Cyprus MPs voted to restructure the banking sector, starting with the second-largest and most troubled lender, Laiki (Popular) Bank.

Under the restructuring, troubled lenders will be split into so-called good and bad banks, protecting smaller deposits but allowing levies on bigger ones.

There is now speculation that the biggest lender, the Bank of Cyprus, will also be restructured.

Parliament also voted for capital controls to prevent large withdrawals from Cyprus.

Banks in Cyprus have been closed since Monday and many businesses are only taking payment in cash.

Anthanasios Orphanides, former governor of the Cyprus Central Bank, said Cyprus was a victim of German domestic political pressures ahead of a general election there later this year.

German Chancellor Angela Merkel and her party needed to avoid being accused of using “German taxpayers’ money to pay off Russian oligarchs”.

Amanda Knox and her former boyfriend Raffaele Sollecito are waiting to find out if their acquittal for the murder of Meredith Kercher will be overturned by Italy’s highest court.

Italy’s Supreme Court judges will rule on Monday on whether there should be a retrial regarding the death of Meredith Kercher or if the case against them should be closed completely.

In 2011 Amanda Knox and Raffaele Sollecito were cleared of the 2007 murder on appeal after they had initially been found guilty and sentenced to 26 and 25 years respectively.

British student Meredith Kercher, 21, was found semi naked and with her throat cut in her bedroom in the house she shared with American Amanda Knox in the picturesque Italian hill top town of Perugia.

The case made headlines around the world amid allegations of sex games, drugs and jealousy during their first trial in 2009.

Amanda Knox and Raffaele Sollecito were found guilty but were cleared two years later after a fresh hearing uncovered a bungled police investigation.
Defence lawyers and experts revealed how evidence had been contaminated or poorly handled by forensic teams and that the conviction should be considered unsafe.

They were immediately freed with Amanda Knox returning to her home in Seattle while Raffaele Sollecito went back to Bisceglie on the southern Italian coast near Bari.

Prosecutors in Perugia appealed the decision on behalf of Meredith Kercher’s family and will find out on Monday if they have been successful.

They want the acquittal to be quashed and for a new trial to be held in neighboring Tuscany.

Neither are expected to attend the hearing which will be held behind closed doors in Rome.

The case will decided purely on paperwork and legal documents with no new witnesses giving evidence.

Luciano Ghirga, Amanda Knox’s lawyer, said: “She is very anxious about the hearing but she is waiting for it knowing full well that the outcome is very important.”

Since returning to Seattle in the US, Amanda Knox has kept a low profile although she is due to given an interview to ABC television on April 30 to coincide with the release of a book about her four years in an Italian jail.

Raffaele Sollecito has also written a book and has already given an interview on Italian TV about the case where he said he and Amanda Knox were no longer lovers but they were still in touch – he visited her earlier this year and they speak on Skype regularly.

He is now studying in Verona and they have always insisted they are innocent of Leeds University student Meredith Kercher’s murder – she had only been in Italy for two months before she was killed having arrived from Coulsdon for a year long course as part of her degree.

During the investigation and trial much was made of Amanda Knox’s character with prosecutors saying she was highly sexual and had manipulated Raffaele Sollecito but her lawyers dismissed the theory.

Boris Berezovsky found dead at his home in Surrey

Boris Berezovsky, an exiled Russian tycoon, has been found dead at his home in Surrey, UK.

The circumstances of the death of Boris Berezovsky – a wanted man in Russia, and an opponent of President Vladimir Putin – at the age of 67, are not yet known.

Thames Valley Police said the death, at a property in Ascot, Berkshire, was being treated as unexplained.

The area around the property has been cordoned off to allow the investigation to take place, the force said.

The inquiry was at a very early stage and more details will be released when available, it added.

A South Central Ambulance Service spokeswoman said it had been called to the property at 15:18 GMT.

“We sent a number of ambulance officers and an ambulance to the address. The 67-year-old male was confirmed deceased at the scene,” she said.

A former Kremlin power-broker whose fortunes declined under Vladimir Putin, Boris Berezovsky emigrated to the UK in 2000.

Last year, he lost a £3 billion ($4.7 billion) damages claim against Chelsea Football Club owner Roman Abramovich.

Abdelhamid Abou Zeid’s death in Mali fight confirmed by France’s presidency

France has confirmed today that Islamist commander Abdelhamid Abou Zeid has been killed in fighting in Mali.

Abdelhamid Abou Zeid was a senior figure in al-Qaeda in the Islamic Maghreb (AQIM).

Earlier, the French newspaper Le Monde said DNA samples had made it possible to formally identify Abdelhamid Abou Zeid.

The Chadian army fighting alongside French forces claimed earlier this month it had killed Abou Zeid and fellow militant Mokhtar Belmokhtar in fighting in February.

“The president of the French Republic confirms with certainty the death of Abdelhamid Abou Zeid after an offensive by the French army in the Adrar des Ifoghas (mountains) in the North of Mali, at the end of February,” the Elysee presidential palace said.

The statement said the death of “one of the main leaders of AQIM marks an important stage in the fight against terrorism in the Sahel (region)”.

The fate of Mokhtar Belmokhtar has yet to be confirmed.

Islamist rebels seized the vast north of Mali a year ago after a military coup in the capital Bamako. They imposed strict Sharia law on the people they controlled.

France intervened militarily in January amid fears that the militants were preparing to advance on Bamako.

France currently has about 4,000 troops in Mali.

Mali’s army and troops from several African countries, including 2,000 from Chad, have also been involved in the fighting.

Since the intervention began, major cities including Gao, Kidal and Timbuktu have been recaptured but fighting is still continuing in desert mountains.

France plans to withdraw its troops from Mali next month, with West African countries expected to take over in the run-up to elections due in July.

Abdelhamid Abou Zeid was believed to be behind several kidnappings of Westerners.

On Wednesday, AQIM said it had killed French hostage Philippe Verdon who was taken prisoner in Mali in 2011.

It said his death – which France has not yet confirmed – was in retaliation for France’s intervention in Mali.

As well as Philippe Verdon, a total of 14 French nationals are still being held by Islamist groups in Africa.

Pope Francis has met his predecessor, Pope Emeritus Benedict XVI, for a private lunch at Castel Gandolfo; the first time such a meeting has been possible for more than 600 years.

Pope Francis was flown by helicopter to Castel Gandolfo for the private lunch with Pope Emeritus Benedict.

Benedict has lived at the lakeside castle south of Rome since last month, when he became the first pope in six centuries to resign, citing ill health.

There is no public record of any previous meeting between a Pope and a former Pope, as the new head of the Catholic Church is usually elected after the death of his predecessor.

In 1294, former hermit Celestine V resigned after five months as Pope. Boniface VIII was elected days later, and had his predecessor imprisoned. Celestine was dead within a year.

Barack Obama visits ancient ruins of Petra at the end of his Middle East tour

President Barack Obama is ending his Middle East tour with a trip to the famous ruins of the ancient city of Petra in Jordan.

The diplomatic part of his visit ended on Friday when he met King Abdullah and pledged an additional $200 million to help Syrian refugees in Jordan.

Correspondents say Barack Obama’s four-day visit has yielded mixed results.

The US president brokered an Israeli rapprochement with Turkey but there was little progress on the Palestinian issue.

Barack Obama’s Marine One helicopter touched down near Petra after an hour-long flight from the Jordanian capital, Amman.

The site of the ancient city, which is carved into rose-red stone, dates back 2,000 years and is Jordan’s top tourist attraction, drawing more than half a million visitors each year.

Barack Obama also briefly visited Ramallah in the West Bank to meet Mahmoud Abbas, the president of the Palestinian Authority.

The US president urged Palestinians to drop their demands for a freeze in Israeli settlement-building as a precondition for peace talks.

However, a spokesman for Mahmoud Abbas said the Palestinian leader had told Barack Obama the precondition remained in place.

Speaking to an audience of young Israelis in Jerusalem, Barack Obama praised Jewish nationhood before turning the argument around by stressing the need for Palestinians to share these same values of self-determination and justice.

“It is not fair that a Palestinian child cannot grow up in a state of her own living their entire lives with the presence of a foreign army that controls the movements of her parents every single day,” Barack Obama said.

President Barack Obama is due to return to Washington later on Saturday.

Bebo Valdes dies in Sweden at the age of 94

Jazzman Bebo Valdes, a central figure in the golden era of Cuban big band music, has died in Sweden at the age of 94.

Bebo Valdes started his career in the nightclubs of the Cuban capital, Havana, in the 1940s.

A pianist, Bebo Valdes also composed and arranged songs, and led two big bands, as well as creating his own rhythm, the batanga.

He died in Sweden, where he had lived since the 1960s.

Bebo Valdes came to fame as the musical director of the Tropicana club in Havana. From 1948 to 1957, he worked as singer Rita Montaner’s pianist, also arranging many of her songs.

During his time at the Tropicana, Bebo Valdes also performed with Nat “King” Cole and Sarah Vaughan.

Following the 1959 Cuban revolution, Bebo Valdes left Cuba for Mexico.

Bebo Valdes stayed in Stockholm and got married six months later.

Shortly after the wedding, he stopped touring, choosing to settle down with his wife instead.

While he continued to play in hotel piano bars and restaurants, it was not until 1994 that he would record another album, Bebo Rides Again.

The collaboration with Cuban saxophonist and clarinetist Paquito D’Rivera revived his musical fortune.

Calle 54, a 2000 documentary about Latin jazz by Spanish director Fernando Trueba, further helped to bring Bebo Valdes’s music to a wider audience.

The film featured Bebo Valdes performing together with his son from his first marriage, Chucho Valdes, who is also a pianist and band leader.

The cause of Bebo Valdes’s death has not yet been made public.

Cyprus parliament continues bailout talks after passing banking reforms

Cyprus parliament has voted to restructure the island’s banks, set up a “national solidarity fund”, and establish capital controls to prevent a bank run.

Efforts continue to reach consensus on other key issues such as levies on bank deposits.

Cypriot President Nicos Anastasiades is to hold talks in Brussels with the EU before Cyprus’s parliament reconvenes.

Cyprus needs to raise 5.8 billion euros ($7.5 billion) to qualify for a 10 billion-euro bailout.

On Friday, the Cypriot parliament passed a total of nine bills, covering three main elements of the rescue plan including:

  • Restructuring of the banking sector, starting with the most troubled bank of all – Laiki (Popular) Bank, the country’s second largest
  • The creation of a solidarity fund: nationalizing pension funds and other state assets
  • The approval of capital controls to prevent large fund withdrawals out of Cyprus

The bank levy issue may come before parliament later in the weekend. A levy, possibly of around 15%, on all deposits over 100,000 euros, has been suggested.

The “solidarity fund” would allow the pooling of state assets for an emergency bond issue, reports the Reuters news agency.

These include future gas revenues and some pension funds – an idea that German Chancellor Angela Merkel has strongly condemned.

Under the bank restructuring, Cyprus’ troubled lenders will be split into so-called good and bad banks.

Before the series of much-delayed votes in an emergency session of parliament, the European Union, Germany and leading bankers all urged MPs to speedily pass the reforms.

Pope Francis has stunned the owners of a Buenos Aires newspaper kiosk, by phoning directly to cancel his order.

Luis Del Regno and his son Daniel delivered papers to former Cardinal Jorge Mario Bergoglio’s residence every weekday.

Daniel Del Regno said he thought it was a prank when a caller earlier this week introduced himself as “Cardinal Jorge”.

Cardinal Jorge Mario Bergoglio became the first Latin American Pope when he was elected on March 13 after the shock resignation of Pope Benedict XVI.

He chose the name Francis in honor of Francis of Assisi – the 13th century Italian saint who spurned a life of luxury to work with the poor.

Each Sunday, the archbishop of Buenos Aires would come and pick up the paper himself at 05:30 before catching a bus to distribute tea to sick people in the suburb of Lugano, said Luis Del Regno.

When Daniel Del Regno answered the phone on Monday, he could not believe it was the newly-elected Pope, the Catholic News Agency reported.

“Seriously, it’s Jorge Bergoglio, I’m calling you from Rome,” Pope Francis had told Daniel Del Regno.

“I was in shock, I broke down in tears and didn’t know what to say,” Daniel Del Regno told Argentine daily La Nacion.

“He thanked me for delivering the paper all this time and sent best wishes to my family.”

“I asked him if there would ever be the chance to see him here again. He said that for the time being that would be very difficult, but that he would always be with us.”

Daniel Del Regno said he had asked Cardinal Jorge Mario Bergoglio before he left for Rome if he thought he would be elected in the secret conclave.

“He answered me: <<That is too hot to touch. See you in 20 days, keep delivering the paper>>. And the rest is, well, history,” he said.

The former cardinal had booked a return ticket to Buenos Aires where he was expecting to lead Easter services next weekend.

Instead, as Pope Francis, will celebrate Mass on Holy Thursday in St Peter’s Basilica, and will wash the feet of prisoners in a youth detention centre in Rome, continuing a pre-Easter practice he began while archbishop of Buenos Aires.

Normally feet-washing Masses before Easter are held in the Vatican or a Rome basilica.

Luis Del Regno said he had “thousands of stories” about the new Pope, including the fact that he used to collect all the rubber bands that were wrapped around his newspapers.

“At the end of the month, he always brought them back to me,” said Luis Del Regno.

“All 30 of them!”

Pope Francis has already stamped his humble style on the papacy – spurning a special car to take a bus with his cardinals after he was elected, and insisting on returning to his Rome hotel the next day to pay his own bill.

The new Pope has called for the Roman Catholic Church to be closer to ordinary people, especially the poor and disadvantaged.

Punxsutawney Phil indicted in Ohio over wrong weather prediction

Ohio authorities have issued an “indictment” against Punxsutawney Phil, the groundhog famed for predicting spring’s arrival, after he got it wrong this year.

The groundhog forecast an early spring when he did not see his shadow as he emerged from hibernation on February 2.

Prosecutors in Ohio’s Butler County accuse the rodent of deliberately misleading the public.

They say such a felony should be punished by death.

“Punxsutawney Phil did purposely, and with prior calculation and design, cause the people to believe that spring would come early,” wrote Mike Gmoser, Butler County prosecutor, in an official-looking paper.

Mike Gmoser added the wrong prediction amounted to a felony “against the peace and dignity of the state of Ohio”.

But Bill Deeley, president of the club that organizes Groundhog Day, said Phil has a lawyer and would fight attempted extradition by the Ohio authorities.

Warren Rodwell released by Abu Sayyaf after 15 months

Australian Warren Rodwell, who was kidnapped 15 months ago by al-Qaeda-linked group Abu Sayyaf in the Philippines, has been released.

Warren Rodwell was freed on Saturday near Pagadian city in the southern Philippines, police said.

He was kidnapped by Abu Sayyaf militants in 2011, and had last been shown alive in a video posted on social media websites in December.

Abu Sayyaf is considered the smallest and most radical of the extremist movements in the southern Philippines.

Australian Foreign Minister Bob Carr welcomed the news, saying the release had been the result of a joint effort by authorities in both countries.

“The Philippines government had the lead role in this case and deserve congratulations for their tireless efforts on Mr. Rodwell’s behalf,” said Bob Carr.

Bob Carr added that Warren Rodwell was being moved to a safe location and that the focus now was on his recovery.

A number of foreigners have been kidnapped for ransom in the southern Philippines. The Australian government has a longstanding policy of refusing to pay ransom for its citizens.

Areas within the region are used as bases by Islamist militants and rebel groups.

Abu Sayyaf militants remain a security threat in the impoverished region, where minority Muslims have been fighting for self-rule for decades.

The main Muslim separatist group, the Moro Islamic Liberation Front, last year signed a peace accord with the government in exchange for broad autonomy.

But Abu Sayyaf were among the rebel groups who refused to sign up to the peace deal.

Miss Israel Yityish Aynaw meets Barack Obama at official state dinner in Jerusalem

President Barack Obama and Miss Israel Yityish Aynaw, an Ethiopian Jewish immigrant, dined together at an official state dinner in Jerusalem, where the White House had requested her presence.

Barack Obama was in Jerusalem as part of a four-day trip to Middle East, visiting Israel, Jordan and the West Bank.

Yityish Aynaw, who goes by “Titi”, made history last month by becoming the first black Miss Israel.

After the dinner, Yityish Aynaw gushed about meeting President Barack Obama in an interview with the Israeli publication Yediot Aharonot.

More than a quarter of all Israeli TV viewers watched Yityish Aynaw, who became an army officer after graduation, win her crown a couple weeks ago.

“It’s time that someone from my community, someone with my skin color, who is Israeli just like everyone else, represent the country,” Yityish Aynaw said.

Ashley Greene condo in Granville Towers complex catches fire

 Ashley Greene’s apartment in West Hollywood burst into flames on Friday morning as the actress slept.

Ashley Greene, her unnamed boyfriend and brother were woken by the fire, which broke out on the living room sofa, according to TMZ.

Three people were treated for minor injuries, with other reports of two people suffering burns and receiving hospital treatment, although identities have not been confirmed at this stage.

It is unclear if Ashley Greene’s unnamed boyfriend is Reese Witherspoon’s ex-husband Ryan Phillippe, 38. The pair became the subject of romance rumors this week after being photographed leaving Hollywood’s Vignette Lounge on Wednesday.

One of Ashley Greene’s two fox terrier dogs perished in the blaze and was found dead under the bed, according to a resident who spoke to TMZ. A second dog was taken by Animal Control to be checked out.

Ashley Greene, who plays vampire Alice Cullen in the Twilight franchise, fled the apartment with her brother and boyfriend after being woken by the fire. The two men apparently tried to go back to save the dogs after realizing they were still inside but were unable to re-enter.

The 26 year-old actress was later spotted at the scene covered in soot and pictures of the inconsolable actress cradling her dead pet, wrapped in a blanket, have since been published on TMZ.

Several residents tried to tackle the blaze with fire extinguishers before at least 10 fire trucks screeched to the scene of the historic A-list complex, which was once lived in by Marilyn Monroe.

The fire was quickly brought under control and extinguished just after 10 a.m. following a 9.50 a.m. emergency call.

A spokesman for Ashley Greene told People.com that the cause of the fire is “undetermined” although a firefighter at the scene told TMZ the blaze started on the sofa.

The apartment is located in the Granville Towers complex on Crescent Heights Boulevard in the West Hollywood, which has been home to many celebrities including Marilyn Monroe, Mickey Rourke and Portia de Rossi.

One-bedroom suites alone command monthly rentals of between $3,000 and $4,000 at the luxurious 1930s-era landmark building, situated yards away from spas, gyms, theatres and a glamorous night scene catering for the rich and famous.

Friday’s incident triggered a huge emergency response, with 55 firefighters working at the scene and 10 ambulances parked down the street.

Los Angeles Fire Department Inspector Johnson confirmed crews were dispatched at 9:50 a.m.

“We made an aggressive fire attack. Our team saw smoke and fire coming from the third floor,” he told RadarOnline.

He added: “We have reports of two patrons that were burned, so they were treated by the paramedics and sent to the hospital.”

Cyprus parliament approves national solidarity fund

Cyprus parliament has approved a “national solidarity fund” to ease the banking crisis, which has hit confidence across the eurozone.

MPs also imposed capital controls to prevent a run on the island’s troubled banks.

These are the first of a series of laws intended to raise the 5.8 billion euros ($7.5 billion) Cyprus needs to qualify for a 10 billion-euro bailout.

MPs are still to decide whether to impose a levy on large bank deposits.

The fund would allow the pooling of state assets for an emergency bond issue, reports the Reuters news agency.

Parliament on Tuesday rejected a levy on all deposits to raise the money.

Before the series of much-delayed votes in an emergency session of parliament, the European Union, Germany and leading bankers all urged MPs to speedily pass the reforms.

Princess Caroline of Monaco has become a grandmother after Andrea Casiraghi’s fiancée, Colombian heiress Tatiana Santo Domingo gave birth to a baby boy on Thursday.

The family are yet to announce the newborn’s name.

Andrea Casiraghi, 28, is the oldest son of Princess Caroline and the nephew of Monaco’s ruling sovereign, Prince Albert II.

Prince Albert II is the son of late actress Grace Kelly and Prince Rainier III of Monaco.

The Monaco palace said Princess Caroline is overjoyed by the newest addition to the jet set royal family.

According to Hello magazine, the new baby will be third in line to the Monaco throne, behind Andrea Casiraghi (who currently has no title) and Princess Caroline, who is first.

This line of succession would change if reigning monarch Prince Albert and his wife Charlene were to welcome a child before Andrea Casiraghi and Tatiana Santo Domingo marry.

A royal birth is usually greeted with fanfare in Monaco, and will certainly be baptized.

Barack Obama pledges additional $200 million to Jordan to help Syrian refugees

President Barack Obama has pledged to Jordan an additional $200 million to help deal with the growing number of Syrian refugees in the country.

After talks in Amman, Barack Obama said the funds – if backed by Congress – would help provide more humanitarian aid.

Some 450,000 Syrians have fled to neighboring Jordan since the unrest began in 2011, putting huge pressure on the Jordanian authorities.

Meanwhile, Jordan’s King Abdullah ruled out closing Jordan’s border with Syria.

Barack Obama said he would ask Congress to provide additional funds as “budget support” to help the Syrian refugees.

He said this would help improve basic services at refugee camps along the Jordan-Syria border.

Lebanon’s PM Najib Mikati has announced the resignation of his entire cabinet.

The move comes after the deeply divided cabinet failed to approve a commission to oversee elections planned for June.

The Lebanese government was also unable to agree on the extension of the term of office of the internal security chief, who is otherwise obliged to retire next month.

Lebanon has been gripped by a political crisis linked to the unrest in neighboring Syria.

Germany and EU leading bankers have urged the Cypriot parliament to quickly find a way of raising the 5.8 billion euros needed to qualify for an international bailout.

German Chancellor Angela Merkel warned Cyprus not to “exhaust the patience of its eurozone partners”, reports say.

The head of one of Cyprus’ biggest banks urged MPs to accept a levy on bank deposits.

This was rejected on Tuesday, sparking a fresh eurozone confidence crisis.

A much-delayed emergency session of parliament is due to vote on a new package of measures to raise the 5.8 billion euros ($7.5 billion) needed to qualify for the 10 billion-euro bailout.

Averof Neophytou, deputy leader of the governing Democratic Rally party, said political leaders were nearing a compromise and a breakthrough was possible on Friday.

Government spokesman Christos Stylianides said the authorities were engaged in “hard negotiations with the troika”, referring to the EU, the European Central Bank and the IMF, the AFP news agency reports.

Banks have been closed since Monday and many businesses are only taking payment in cash.

The details of the latest proposals are not clear and our correspondent says the eurozone will want to examine the figures carefully.

Cypriot Finance Minister Michael Sarris has returned from Moscow, where he failed to garner Russian support for alternative funding methods.

He said a levy “of some sorts” remains “on the table” despite widespread fury among both ordinary savers and large-scale foreign investors, many of them Russian.

One suggestion was to use pension funds to rescue Cyprus’ banking system – an idea condemned by Angela Merkel.

One of Angela Merkel’s allies in parliament, Volker Kauder, said this was “playing with fire”.

He said it couldn’t happen because it would hurt what he described as “the pensioners, the small people”.

Correspondents say Germany is saying that Cyprus cannot expect any more help from Berlin, or Brussels, than what has already been offered.

The European Central Bank has given Cyprus until Monday to find a solution, or it says it will stop transferring money to the troubled Cypriot banks.

Some help has been forthcoming, with the announcement that Greece’s Piraeus Bank would take over the local units of Cypriot banks. This would safeguard all the deposits of Greek citizens in Cypriot banks.

Earlier, Christos Stylianides urged the country’s MPs to “take the big decisions” to prevent a financial meltdown.

“We must all assume our share of the responsibility,” he said in a televised statement.

Leading Cypriot bankers have urged parliament to accept a levy on bank deposits, as originally proposed under the bailout, but with smaller depositors exempted.

The plan overwhelmingly rejected on Tuesday said small savers would pay a 6.75% levy, while larger investors would pay 9.9%.

Bank of Cyprus chairman Andreas Artemis said: “It should be understood by everyone… especially from the 56 members of parliament… there should not be any further delay in the adoption of the eurogroup proposal to impose a levy on deposits more than 100,000 [euros] to save our banking system.”

If ordinary savers are exempt, then larger investors, many of them Russian, would have to pay an even higher rate, if a levy does remain part of the scheme.

The government fears this would prompt foreign investors to withdraw their money, destroying one of the island’s biggest industries.

With no end in sight to the crisis, businesses in Cyprus have been insisting on payment in cash, rejecting card and cheque transactions.

“We have pressure from our suppliers who want only cash,” Demos Strouthos, manager of a restaurant in central Nicosia, told AFP news agency.

Eurozone partners are saying Cyprus has got to change its banking system, over-reliant on foreign depositors, and the money it needs has to come out of that system, one way or another.

Earlier, talks in Moscow on possible new financial aid from Russia, a key investor in Cyprus, have failed.

Russia’s Finance Minister Anton Siluanov, speaking after talks with his Michael Sarris, said Russian investors were not interested in Cyprus’ offshore gas reserves.

Russia gave Cyprus an emergency loan of 2.5 billion euros in 2011. Anton Siluanov said that no new Russian loan had been on the table with Michael Sarris because of limits imposed by the EU on Cypriot borrowing.

However, Russian PM Dmitry Medvedev later said Moscow had not “closed the door” on possible future assistance.

Cypriot leaders must first reach agreement with their fellow members of the EU, he added.
