Ethnic Serb communities are encouraged to go to the polls for the first time as the votes are being cast in Kosovo’s municipal elections.

The governments of both Serbia and Kosovo have been promoting a strong turnout, but many people in the north are likely to boycott the vote.

Kosovar Serbs are concerned that if they vote, it will legitimize the independent state of Kosovo.

Kosovo unilaterally declared independence from Serbia in 2008.

Polling stations opened at 07:00 and will close at 19:00 local time.

Calls for independence from ethnic Albanians in Kosovo after the break-up of the former Yugoslavia led Serbia to stage a violent crackdown in the territory, which was bought to an end by a NATO military intervention in 1999.

Until it declared independence in 2008, Kosovo was administered by the United Nations.

Walt Bellamy dies aged 74

NBA legend Walt Bellamy, who averaged 20.1 points and 13.7 rebounds in 14 seasons, died Saturday at the age of 74.

The Atlanta Hawks confirmed the death, but didn’t provide details.

The Hawks said Walt Bellamy attended the team’s home opener Friday night.

”Walt Bellamy was an enormously gifted Hall of Fame player who had a tremendous impact on our game,” NBA Commissioner David Stern said in a statement released by the league.

”Off the court, he was an even more extraordinary person. Walt is going to be missed by all who had the pleasure of knowing him. On behalf of the entire NBA family, our condolences and thoughts go out to Walt’s family.”

Walt Bellamy, a former Indiana University star, won an Olympic gold medal in 1960 and was the first overall pick by the Chicago Packers in 1961. He was the rookie of the year with Chicago, averaging 31.6 points and 19.0 rebounds, and also played for the Baltimore Bullets, New York Knicks, Detroit Pistons, Atlanta and New Orleans Jazz. He played in four All-Star games and was inducted into the Hall of Fame in 1993.

”The Atlanta Hawks family is saddened to learn of the death of Walt Bellamy at the age of 74 earlier today,” the Hawks said in a statement.

‘’The Hawks and the National Basketball Association have lost a giant. As an Olympic gold medalist, the first overall pick in 1961, Rookie of the Year in 1962, a four-time All-Star and a member of the Naismith Memorial Basketball Hall of Fame, his on-court accomplishments were overwhelming. Off the court, he was equally impactful as a family man, leader in the community, mentor and friend to many.’’

Walt Bellamy was traded three times, going from the Bullets to the Knicks in November 1965 for Jim Barnes, Johnny Egan, Johnny Green and cash, then to Detroit along with Howard Komives in December 1968 in the deal that brought star forward Dave DeBusschere to New York. Detroit sent Walt Bellamy to Atlanta in February 1970 for John Arthurs.

In three seasons at Indiana, the 6-foot-11 former New Bern, N.C., Walt Bellamy averaged 20.6 points and 15.5 rebounds.

Cirque De Soleil acrobat fell during Zarkana show in Las Vegas

A Cirque De Soleil artist slipped and fell during a performance in Las Vegas on Friday night, according to the organization.

The incident came just a few days after Cirque du Soleil was told it would be fined in the death of another performer.

The Cirque De Soleil acrobat was performing in an act known as the “Wheel of Death” during the 7 p.m. showing of the Zarkana stage production at the Aria Resort and Casino when he slipped and fell off the wheel, according to a statement on the group’s official Facebook page.

The performance was stopped and the artist was taken by ambulance to the University Medical Center in Las Vegas, according to Cirque de Soleil spokesman Ann Paladie. He was in stable condition Saturday and was expected to be released in the next few days.

Ann Paladie said the acrobat was previously a performer in the group’s production KOOZA prior to performing in Zarkana.

The Clark County Fire Department confirmed it responded to a call that someone had fallen about 20 feet.

Zarkana includes Cirque du Soleil’s signature acrobatics far above the stage.

Cuba orders privately-run cinemas closure

Cuban government has ordered the immediate closure of dozens of privately-run cinemas and video-game salons.

The government said the cinemas were never authorized, and that it needed to bring “order” to the management of independent businesses.

Cuba recently relaxed restrictions on the private sector.

But some Cuban entrepreneurs had used restaurant and other types of business licenses to operate backroom movie and entertainment parlors.

“Cinematic exhibition (including 3D rooms) and computer games will cease immediately in whatever kind of private business activity,” read a government announcement in the state-run newspaper Granma.

It warned of decisive action against any violations of the law, and defended its decision to instill “discipline” in the private sector, adding that this was not “a step backward”.

“Quite the contrary, we will continue to decidedly advance in the updating of our economic model.”

Cuba’s President Raul Castro, who replaced his brother Fidel in 2008, has relaxed some economic restrictions on the set-up of private businesses in the communist island, where the state still employs 79% of the five million-strong labor force.

Raul Castro opened up retail services to “self employment” in the form of nearly 200 licensed activities such as seamstresses, taxis and small restaurants.

But some residents had used these categories to operate cinema and video-game parlors.

The closure is a huge blow to those entrepreneurial Cubans who invested heavily, especially in 3D cinemas, importing equipment at considerable cost from abroad.

There had been hints this crackdown was coming. Cuban Culture Ministry officials talked of the “banality” and “frivolity” of films on offer, mostly produced in America, and out of line, they complained, with the cultural policy of the revolution.

Correspondents say private cinemas had become a popular alternative to poorly-maintained, state-run movie theatres that shy away from showing Hollywood and other mainstream films.

According to government figures, more than 400,000 people in Cuba are self-employed, of whom around 100,000 work as employees of s mall businesses.

LAX shooting: Gerardo I. Hernandez became first TSA agent killed in line of duty

The LAX gunman, who injured at least two others, was wounded in the shootout with airport police and taken into custody, authorities said.

Paul Anthony Ciancia’s condition was not disclosed.

When the shooting stopped, a Transportation Security Administration (TSA) officer was dead. Gerardo I. Hernandez, 39, became the first TSA officer in the agency’s 12-year history to be killed in the line of duty.

Five other people were hurt, including two other TSA employees and gunman Paul Ciancia, 23, of Pennsville, New Jersey. He was shot four times by airport police and remained hospitalized but there was no word on his condition.

Paul Ciancia apparently had been living in Los Angeles for about 1½ years, authorities said.

RFI journalists Claude Verlon and Ghislaine Dupont have been killed after they were kidnapped in the northern town of Kidal in Mali.

Claude Verlon and Ghislaine Dupont were abducted after interviewing a local political leader. Their bodies were found outside the town soon after.

French President Francois Hollande called the killings “despicable”.

The killings come days after France was celebrating the release of four hostages from neighboring Niger.

Radio France Internationale (RFI) said Claude Verlon and Ghislaine Dupont were on their second assignment in Kidal, having travelled to the town in July to cover the first round of the presidential election.

Ambeiry Ag Rhissa, a local official of the MNLA ethnic Tuareg separatist group, said Claude Verlon and Ghislaine Dupont had just finished interviewing him when they were kidnapped outside his house.

“When they left, I heard a strange noise outside,” he told Reuters news agency by telephone.

“I immediately went out to see and when I opened my door, a turbaned man pointed a gun at me and told me go back inside.”

Sources said four men forced the journalists into a beige truck which was then driven off into the surrounding desert.

One report said the kidnappers’ vehicle was being pursued by the security forces, possibly including the French army. A French attack helicopter was seen above Kidal a few hours after the abduction occurred.

The bodies of the two journalists were found some 8 miles outside Kidal, sources said.

Confirming their deaths, the French foreign ministry said it would “in conjunction with the Malian authorities, make every effort to find out as soon as possible about the circumstances of their death”.

A statement from President Francois Hollande’s office said he “expresses his indignation over this despicable act”, adding that he is meeting ministers on Sunday to discuss the incident.

Hakimullah Mehsud’s death: Pakistan summons US ambassador over drone strike

Pakistan’s Interior Minister Chaudhry Nisar Ali Khan has said the death of Taliban leader Hakimullah Mehsud has destroyed the country’s nascent peace process.

“This is not just the killing of one person, it’s the death of all peace efforts,” Chaudhry Nisar Ali Khan said.

Pakistan has summoned the US ambassador to protest over Friday’s drone strike that killed Hakimullah Mehsud.

The move came a day before a Pakistani delegation had been due to fly to North Waziristan to meet Hakimullah Mehsud.

Chaudhry Nisar Ali Khan accused the US of “scuttling” efforts to begin peace talks, and said “every aspect” of Pakistan’s co-operation with Washington would be reviewed.

Information Minister Pervez Rashid said: “The US has tried to attack the peace talks with this drone but we will not let them fail.”

Pakistani PM Nawaz Sharif had pledged to talk with the Taliban to try to end its campaign of violence, which has left thousands dead in bombings and shootings across the country.

Hakimullah Mehsud was killed along with four other people – including two of his bodyguards – when four missiles struck their vehicle in the north-western region of North Waziristan, a senior Taliban official confirmed.

Pakistani media say Hakimullah Mehsud’s funeral has taken place at an unknown location in the tribal area of North Waziristan.

A Pakistani Taliban spokesman, Azam Tariq, vowed revenge, as Pakistan’s security forces were put on high alert.

“Every drop of Hakimullah’s blood will turn into a suicide bomber,” he said.

“America and their friends shouldn’t be happy because we will take revenge for our martyr’s blood.”

The Taliban’s ruling council met on Saturday to choose a new leader. Unconfirmed reports say regional commander Khan Said Sajna has been elected to the top job.

As well as Hakimullah Mehsud, the previous Pakistan Taliban leader was killed in a drone strike, in 2009.

Caitlin Hayden, a spokesperson for the US president’s National Security Council, would not comment on any US government involvement or confirm the death but said it would be a serious loss for the group.

The Pakistan government has strongly condemned the drone attack as a violation of Pakistan’s sovereignty.

Hakimullah Mehsud’s death is seen as another setback for the militant group after the recent capture of a senior commander by US forces in Afghanistan.

Hakimullah Mehsud, who led the insurgency from North Waziristan, had a $5 million FBI bounty on his head and was thought to be responsible for the deaths of thousands of people.

He came to prominence in 2007 as a commander under the militant group’s founder Baitullah Mehsud, with the capture of 300 Pakistani soldiers adding to his prestige among the militants.

RFI journalists kidnapped in Mali

Two French journalists have been kidnapped in the northern Mali town of Kidal.

The governor of the region, Colonel Adama Kamissoko, told Reuters news agency “they were abducted by four armed men”. He said the pair left the capital Bamako for Kidal on Tuesday.

Radio France Internationale (RFI) confirmed on its website that two of its journalists had been kidnapped.

They have been named in French media as Claude Verlon and Ghislaine Dupont.

The French foreign ministry says it is checking the reports.

The journalists had been interviewing Kidal resident Ambeiry Ag Rhissa, a local official of the MNLA ethnic Tuareg separatist group, Reuters reports.

“When they left, I heard a strange noise outside. I immediately went out to see and when I opened my door, a turbaned man pointed a gun at me and told me go back inside,” he told Reuters by telephone.

“I could not see how many men were there,” he said.

France led an operation to oust Islamist rebels from northern Mali – its former colony – earlier this year, sending in thousands of troops.

It handed over responsibility for security to a UN force in the summer, however French troops are still in the country helping to prevent a resurgence of militant activity in the region.

Tunisia suspended from Davis Cup over Malek Jaziri’s Israel row

Tunisia has been suspended from the Davis Cup after tennis player Malek Jaziri was ordered not to compete against an Israeli opponent last month.

The International Tennis Federation (ITF) said there was no room for prejudice in sport and the one-year ban was a “fitting penalty”.

Malek Jaziri withdrew from the Tashkent Challenger last month ahead of a match against Amir Weintraub.

“There is no room for prejudice of any kind in sport or in society. The ITF Board decided to send a strong message to the Tunisian Tennis Federation that this kind of action will not be tolerated by any of our members,” said ITF president Francesco Ricci Bitti.

Nadezhda Tolokonnikova – one of the jailed members of Russian protest band Pussy Riot – has vanished from sight since she was moved to a new prison 10 days ago.

Nadezhda Tolokonnikova’s husband told a US news website he had not received any news about her and her current location was being kept secret.

She had been on hunger strike at a penal colony in Mordovia.

Nadezhda Tolokonnikova and another band member were jailed over a protest in a Moscow cathedral.

They were sentenced to two years’ imprisonment after performing a crude protest song in February 2012. A third band member was released on appeal.

Nadezhda Tolokonnikova has complained of abuses by the prison staff in Mordovia.

Her husband said he last knew her precise whereabouts on October 21, when guards put her on a train en route to a different prison.

Nadezhda Tolokonnikova was seen on October 24 by a fellow passenger as the train arrived in the city of Chelyabinsk, in the Ural mountains.

Her husband, Pyotr Verzilov, told the Buzzfeed website he believed the decision to move his wife came from the authorities in Moscow: “They want to cut her off from the outside world.”

Pyotr Verzilov said Nadezhda Tolokonnikova was still weak after two hunger strikes, and accused the authorities of trying to punish her because of her protests.

Pussy Riot’s act was regarded as blasphemous by many Russians, but their prosecution caused an international outcry.

Mordovia, some 275 miles east of Moscow, has labor camps dating back to the notorious Gulag system set up by Soviet dictator Joseph Stalin.

Malaysia summons US and Australian ambassadors over Asia spy claims

Malaysia has summoned the heads of the US and Australian diplomatic missions in Kuala Lumpur over a row about an alleged American-led spying network in Asia.

According to the Malaysian foreign ministry, the reports of spying could “severely damage” relations.

It said a protest note was handed over.

China and Indonesia have already protested at the claims that Australian embassies were being used to monitor phones and collect data for the US.

Malaysian Foreign Minister Anifah Aman said “such activities are not done amongst close friends”.

Anifah Aman said his Australian counterpart, Julie Bishop, replied that it was not her government’s policy to comment on intelligence matters, but she accepted Malaysia’s concerns.

The Sydney Morning Herald (SMH) has reported that Australian diplomatic posts in Asia were being used to intercept phone calls and data.

The reports were based on an NSA document leaked by whistleblower Edward Snowden.

Australia’s Department of Foreign Affairs and Trade has declined to comment on the reports.

Australian PM Tony Abbott said: “Every Australian governmental agency, every Australian official… operates in accordance with the law.”

The 2.5 minute video captured Kanye West’s October 21 proposal to Kim Kardashian at San Francisco’s AT&T Park and the ensuring celebration.

“Deviled” refers to the spices used to make the eggs. The dish has its origins in Europe – ancient Rome – but is pretty popular in the southern US.

Pirate Trails Report: Horn of Africa pirates netted more than $400 M between 2005 and 2012

Horn of Africa pirates netted more than $400 million in ransom money between 2005 and 2012, a new World Bank and UN report says.

Pirate Trails report says the financiers behind the piracy, and not the pirates themselves, collect most of the cash.

The money is then used to fund other criminal operations, including arms and human trafficking.

The report calls for a financial task force to root out the money laundering networks.

Its key findings suggest that financial kingpins collect 30%-50% of the total ransom, with what it calls the “foot soldiers” only getting a standard fee.

This amounts to $30,000 to $75,000 per ship, or just 0.01% to 0.025% of an average ransom payment.

The report says the local community in Somalia “provides goods and services to pirates, including food, repair services and khat”.

Khat is a legal stimulant in Somalia.

The report says the financiers invest in both criminal activities and legitimate business interests.

It says: “The proceeds are typically moved by cross-border cash smuggling, trade-based money laundering, bank-wire transfer and the abuse of the Money of Value Transfer Services.”

The report’s co-author, Stuart Yikona, said: “Unchallenged piracy is not only a menace to stability and security, but it also has the power to corrupt the regional and international economy.”

The report recommends increased monitoring of the financial flows from piracy, improved cross-border controls and better regional co-operation.

Stuart Yikona said: “The international community has mobilized a naval force to deal with the pirates. A similarly managed multinational effort is needed to disrupt and halt the flow of illicit money that circulates in the wake of their activities.”

The haul in ransom cash between 2005 and 2012 was put at between $339 million and $413 million.

Up to 10 EU naval ships now patrol the waters off the Horn of Africa, which are some of the world’s busiest shipping and humanitarian aid routes.

The anti-piracy force’s mandate, which first started in 2008, was expanded earlier this year and it is now allowed to carry out attacks on the Somali coast against suspected pirates.

Brazil and Germany have asked the UN General Assembly to adopt a draft resolution calling for the right to privacy in the digital age.

The draft calls for an end to excessive electronic surveillance, noting that the illegal collection of personal data “constitutes a highly intrusive act”.

Brazil and Germany have both been angered by allegations of large-scale US surveillance.

The allegations stem from revelations by NSA whistleblower Edward Snowden.

The draft resolution, which does not name individual countries, will be debated by a General Assembly committee focusing on human rights.

The draft calls on the 193-member assembly to declare that it is “deeply concerned at human rights violations and abuses that may result from the conduct of any surveillance of communications”.

This includes “extraterritorial surveillance of communications, their interception, as well as the collection of personal data, in particular massive surveillance, interception and data collection”.

The resolution, which will be voted on later this month, calls on all countries to protect the right to privacy guaranteed under international law.

Egyptian satirist Bassem Youssef’s television show has been suspended just minutes before it was due to go on air.

The private CBC channel said Bassem Youssef had not followed editorial policies and wanted more money.

The move comes a week after his al-Bernameg (Programme) show poked fun at Egypt’s powerful military, triggering complaints.

The decision will heighten concerns about freedom of speech restrictions.

The CBC channel announced its decision in a statement on Friday evening.

It said Bernameg‘s latest taped episode showed that the presenter and his producers “insisted on violating the editorial policy”.

It did not provide details on how the policy had been violated, but added that the political satire show would remain suspended until the problems were solved.

Last week, Bassem Youssef’s show took aim at the army and its chief, General Abdel Fattah al-Sisi.

The controversial presenter joked about chocolate bars being made in the image of the general.

That show triggered several complaints from viewers, and Egypt’s public prosecutor later ordered an investigation.

In March, Bassem Youssef was released on bail after questioning by prosecutors over allegations he insulted Islam and the then-President Mohamed Morsi, who was ousted by the military in July.

In April, a court rejected a lawsuit calling for a ban on his programme.

Bassem Youssef is a doctor who shot to fame after winning a large number of followers with his witty lampooning of public figures in amateur videos posted on the internet following the uprising that ended Hosni Mubarak’s rule in February 2011.

Ghastly webs with giant black spiders adorned an orange-hued White House on Thursday, slithering down from the Truman Balcony along the South Portico, where haystacks and nearly 200 pumpkins dotted the lawn for the annual White House Halloween event.

Paul Anthony Ciancia, the man who allegedly killed a TSA worker and wounded three others at Los Angeles International Airport on Friday had anti-government literature in his possession outlining an alleged conspiracy to create a single global government.

Law enforcement sources, who spoke on condition of anonymity, told NBC News the material recovered from Paul Anthony Ciancia, 23, after the shootout at LAX appeared to have been prepared by a group called “New World Order”.

One source said it also expressed animus toward racial minorities.

There is no record of a radical group by that name and the term “New World Order” is often used by conspiracy-minded groups and individuals to describe an alleged secret plot to establish an autonomous world government that would replace sovereign nations and put an end to international power struggles.

According to ConspiracyWiki, a website devoted to conspiracy theories, the doctrine was primarily limited to militant anti–government and radical fundamentalist Christian groups until the early 1990s, but has since been embraced by some left-wing groups.

Very little was known about Paul Anthony Cianci, who had lived in the Philadelphia area before moving to California.

His brother told police in New Jersey he had received a text message from the suspect Friday morning saying he was thinking about taking his life.

Pennsville, New Jersey, Police Chief Allen J. Cummings then contacted the Los Angeles Police Department to do a well-being check on Paul Anthony Ciancia at his apartment in California. He wasn’t there when LAPD officers contacted his roommates about 10 a.m. local time, but they said everything was fine.

Paul Anthony Ciancia’s father, also named Paul, told NBC station KNBC that he last spoke to his son a week ago, when the son said the economy was depressed. The senior Ciancia said he didn’t know if his son had a job or if he owned any weapons, but confirmed that he was in California.

Paul Anthony Ciancia was shot by law enforcement and taken into custody after he allegedly began shooting at Transportation Security Administration workers with an assault rifle at about 9:20 a.m. local time.

Federal officials said it was unclear whether the gunman was targeting TSA workers or was trying to shoot his way through to gain greater access to the airport. But one witness said the shooter, while walking through the terminal with his weapon, approached him with a one-word question.

“All he said was, <<TSA?>> Just like that,” Leon Saryan told MSNBC.

The shooting started in Terminal 3, which serves Virgin America and other airlines. Paul Anthony Ciancia allegedly took a 223-caliber AR-15 style, semiautomatic rifle out of a duffle bag and fired on TSA officers at a screening checkpoint, authorities said.  He then went farther into the terminal, where he exchanged fire with law enforcement and was shot multiple times in the chest, they said.

He was hospitalized in critical condition, authorities said.

Police said quick action by airport officers averted a worse tragedy.

Los Angeles Mayor Eric Garcetti said at a news conference later Friday that Paul Anthony Ciancia had with him at least 100 more rounds of ammunition that “literally would have killed everyone in that terminal.”

One person has been killed and seven people were wounded, one critically, during Los Angeles International Airport shooting, officials say.

The Transportation Security Administration said a number of its employees were injured, one fatally.

A lone suspect – whom law enforcement officials named to US media as 23-year-old Paul Ciancia – was wounded by police and detained.

Flights in and out of the busy airport were temporarily halted.

LA Airport police chief Patrick Gannon told reporters a “lone shooter” came into Terminal 3 at 9:20 local time.

The suspect “pulled an assault rifle out of a bag and began to open fire in the terminal”, he said.

Paul Ciancia then proceeded to a security screening area and continued shooting.

Witness Brian Keech told the Associated Press news agency he had heard “about a dozen gunshots” from inside the security gate at Terminal 3.

Authorities actively engaged the shooter, during which time the suspect was wounded and later arrested, Patrick Gannon added.

The Transportation Security Administration later issued a statement reporting “multiple Transportation Security Officers were shot, one fatally”.

A local hospital official told reporters one of the injured was listed in critical condition, while two other victims were listed in fair condition.

The Federal Aviation Administration (FAA) barred all flights landing at the airport during the incident, and outbound flights were delayed.

LA Mayor Eric Garcetti said those inside the airport were now safe and outbound flights would resume in areas other than Terminal 3.

Inbound flights were currently arriving at half the normal rate, officials said.

President Barack Obama expressed concern about the shooting, but said he would leave law enforcement to talk about it.

Witness Brian Adamick told the Los Angeles Times he and several other passengers went through a Terminal 3 emergency exit and on to the tarmac during the incident.

“While I was on the tarmac, I heard two gunshots from the same area where the people had been running and screaming,” Brian Adamick told the newspaper.

Hakimullah Mehsud dead: Pakistan Taliban chief killed in drone strike

Pakistan Taliban chief Hakimullah Mehsud has been killed in a drone strike.

The strike targeted a vehicle used by Hakimullah Mehsud with four missiles in the north-western region of North Waziristan.

Four other people were killed in the strike, including two of Hakimullah Mehsud’s bodyguards, intelligence sources say.

Several previous claims of his death, made by US and Pakistani intelligence sources, have proven untrue.

Pakistan’s government has issued a statement strongly condemning the drone attack, saying such strikes were a “violation of Pakistan’s sovereignty and territorial integrity”.

Friday’s strike targeted Hakimullah Mehsud’s vehicle in the Dande Darpakhel, some 3 miles north of the region’s main town, Miranshah.

A senior US intelligence official told the Associated Press that the US received positive confirmation on Friday morning that he had been killed.

Hakimullah Mehsud had come to prominence in 2007 as a commander under the militant group’s founder Baitullah Mehsud, with the capture of 300 Pakistani soldiers adding to his prestige among the militants.

In January 2010 Hakimullah Mehsud gained further notoriety when he appeared in a video alongside a Jordanian who is said to have blown himself up, killing seven CIA agents in Afghanistan to avenge Baitullah Mehsud’s death.

Hakimullah Mehsud had a $5 million FBI bounty on his head and was thought to be responsible for the deaths of thousands of people.

He became leader of the Pakistani Taliban in 2009, aged 30, after his predecessor Baitullah Mehsud died in a US drone strike at his father-in-law’s residence in South Waziristan.

The strike against Baitullah Mehsud reportedly came after repeated complaints by Pakistani officials that the Americans were not hitting militant groups who attacked targets in Pakistan.

Waliur Rehman, his second-in-command, died in a drone strike in May.

The attack targeting him comes on the same day that the Pakistani government announced it was about to send a delegation to North Waziristan to try to get peace negotiations with the Taliban under way.

Pakistani PM Nawaz Sharif had pledged to talk with the Taliban to try to end its campaign of violence, which has left thousands dead in bombings and shootings across the country.
