Florida police officers have been criticized for using mugshots of black suspects for target practice.
The images used by North Miami Beach Police were discovered by a female soldier who used the firing range after a police training session.
Sgt. Valerie Deant recognized her brother as one of the target images, according to NBC Miami.
Police Chief J Scott Dennis said that his officers had used poor judgment but denied racial profiling.
He told NBC that using real suspect images was an important part of training for his sniper team and that his officers had not violated any policies.
“There is no discipline forthcoming from the individuals who were involved with this,” he said.
A police spokeswoman added that officers use targets of all races and genders in their training sessions.
The six targets left behind by police were found last month by Sgt. Valerie Deant, a band member of the Florida Army National Guard.
“I was like, why is my brother being used for target practice?” she told NBC Miami on January 16.
The photo of her brother Woody Deant had been taken after his arrest as a teenager for drag racing. It had been shot several times.
Valerie Deant said he was “speechless” when he heard the news.
“Now I’m being used as a target? I’m not even living that life according to how they portrayed me as. I’m a father. I’m a husband. I’m a career man. I work nine to five.”
Police Chief J Scott Dennis said they were “very very concerned” that one of the targets had been of a man who would be on the streets of North Miami Beach.
He said that the department would no longer use images of suspects they had arrested.

Stockton Police Department’s Facebook page has been flooded with comments about the mugshot of an alleged criminal, named Jeremy Meeks.
Jeremy Meeks is a 30-year-old who was arrested on felony weapons charges in Stockton, California, according to the local police force.
He’s also arguably the most popular suspect on the department’s Facebook page.
Jeremy Meeks’ police mugshot has generated 38,000 likes and 12,000 comments.
Stockton Police say they caught Jeremy Meeks as part of its Operation Ceasefire operation.

It included the area’s gang violence suppression unit, community response team, gang task force and nine other organizations, including the FBI.
Jeremy Meeks was arrested on Wednesday on five weapons charges and one gang charge, according to Officer Joseph Silva, a spokesman for the Stockton Police Department.
He was one of four men arrested in the Weston Ranch area of Stockton, a city of about 300,000 people in northern California.
Four guns were confiscated.
Joseph Silva called Jeremy Meeks “one of the most violent criminals in the Stockton area”.
Jeremy Meeks has done an interview with AKXTV from jail, saying authorities arrested him after finding a gun in his boot.
“I just visited my wife and she said I like, blew up all over Facebook,” he said.
“I just want [people] to know that this is really not like me, I’m not some kingpin.”
One user has also set up a Facebook fan page for Jeremy Meeks, who is being held in the San Joaquin County Jail on $900,000 bail.
The other three men arrested, whose mugshots also appear on the Stockton Police Department’s Facebook page, had a total of 350 comments between them.

Rob Kardashian also tweeted a photo of him struggling to carry Kourtney Kardashian’s longtime boyfriend in a rickshaw-like cart through the ocean while on vacation.

But it was far from the end of her journey, as she appeared in court yesterday, where she was charged with reckless endangerment.

She was arrested after building officials at her midtown apartment called police to complain she was rolling a j***t and smoking ca***bis in the lobby.
Amanda Bynes was also charged with attempted tampering with evidence and unlawful possession of mar***ana, all misdemeanors.
However, her attorney Andrew Friedman told the court: “My client completely denies illegally throwing anything out of her window.”
Amanda Bynes also took to Twitter to claim her innocence, saying: “I only smoke tobacco I don’t drink or do d**gs. I’ve never had a bong in my life!
“I need to get another nose job after seeing my mugshot!”

Reese Witherspoon and her husband James Toth were arrested early on Friday morning in Atlanta, Georgia, for disorderly conduct and DUI, respectively.
Reese Witherspoon, 37, was jailed along with James Toth, 42, after he failed to pass a sobriety test.
The city’s Department of Corrections confirmed that Reese Witherspoon and James Toth arrested after Toth was stopped by a patrol car under suspicion of driving under the influence of alcohol.

According to a police report which was released on Sunday, Reese Witherspoon was handcuffed and briefly jailed for refusing to obey orders given to her by an officer of the law.
James Toth was also put under arrest for a blood alcohol level reported to be .139, well above the legal limit of 0.08.
Reese Witherspoon and James Toth were released on bail at 3:30 in the morning on Friday.
Before their release, they both posed for mugshots.
Reese Witherspoon, who is currently brunette, is pictured looking down with what appears to be a slight smirk across her face.
Meanwhile, James Toth looks up to the camera in his picture, appearing somewhat glassy-eyed.
Their initial legal hearing for their arrests is set for Monday morning in the Atlanta Municipal court.
But according to Variety, Reese Witherspoon and James Toth are not expected to report to the judge at their court ordered appearance and are anticipated to, through their attorney, request a postponement.
