The woman said Justin Bieber pulled her phone out of her bag to see if she was filming him, while he was hitting balls in a batting cage at a family entertainment centre.
She said she showed the singer her phone to prove that she wasn’t taping him.
Although the Los Angeles County district attorney’s office has declined to file a felony charge, the case has been referred to the Los Angeles city attorney’s office for consideration of a possible misdemeanor prosecution.
In the US, misdemeanors are generally viewed as less serious crimes which carry less severe punishments than felonies.
The district attorney’s report stated that the woman also said her daughter was crying but when police interviewed the girl, she said she was crying out of excitement at seeing Justin Bieber.

He added: “I will continue to be the man my mother raised. I love people and I will try to be kind even when things are not fair. Don’t believe rumors.”

Justin Bieber then went on to tweet a link to an interview with American music prouder LA Reid, who talked about future projects involving the singer.
