Andy Redwood said it had been a “revelation moment” when police discovered a man seen by the McCanns’ friend Jane Tanner at 21:15 was almost certainly an innocent British holiday-maker collecting his two-year-old daughter from a nearby crèche.
He said: “Our focus in terms of understanding what happened on the night of 3 May has now given us a shift of emphasis.

“It takes us through to a position at 10pm when we see another man who is walking towards the ocean, close by to the apartment, with a young child in his arms.”
Crimewatch featured a detailed reconstruction lasting close to 25 minutes and covering events leading up to and surrounding Madeleine’s disappearance.
The film is also to be shown in the Netherlands, Germany and Irish Republic this week as tourists from those countries were known to be in the resort at the time.
Andy Redwood said he would be travelling to the Netherlands and Germany to continue the appeal.
Madeleine McCann’s parents Kate and Gerry told the programme they were “hopeful and optimistic” after the fresh appeal for information.
Kate McCann said: “We’re not the ones that have done something wrong here. It’s the person who’s gone into that apartment and taken a little girl away from her family.”
The two e-fit images released are of a man a family had seen with a blond-haired child of 3 or 4, possibly wearing pyjamas, heading away from the McCanns’ holiday apartment.

He also said there had been a four-fold increase in the number of burglaries in the area between January and May 2007 and one possible scenario was that Madeleine McCann had disturbed a burglar.
Police are also looking at possible bogus charity collectors operating in the area at the time and have released two e-fit images of Portuguese men they would like to identify.

A 7.2-magnitude earthquake has hit the central Philippines, killing at least 20 people, reports say.
The US Geological Survey said the quake struck underneath the island of Bohol, in a region popular with tourists.
People were killed as buildings and markets collapsed in Bohol and nearby Cebu province. Several buildings and churches were damaged by the quake.
The quake struck at 08:12 on a national holiday in Philippines.
Officials say that most of those killed were in Cebu, considered the second major city in the country.
At least five people died when part of a fishing port collapsed, reports the Associated Press (AP) news agency. Two more people died and others were injured when a roof at a market fell, AP adds.
Neil Sanchez, head of the Cebu disaster management office, told broadcaster ABS-CBN that they were trying to confirm reports that a school had collapsed.

“Communication lines are quite difficult here,” he said.
“Even the disaster risk reduction management office has been damaged. We had to move elsewhere.”

Edgardo Chatto, the governor of Bohol, said that a church and a city hall building were damaged.
At least four people have been reported killed in Bohol and one on neighboring Siquijor island, reports say.
British man David Venables, who has lived in Cebu for seven years, said it was the strongest quake he had experienced.
“It’s a very strange and frightening experience when the very foundations of the house and surrounding area shake uncontrollably,” he said.
There were reports of aftershocks following the quake.
Cebu province, with a population of more than 2.6 million, is about an hour away by plane from Manila. Neighboring Bohol, a favorite of tourists because of its sandy beaches, is a short boat ride away from Cebu.

The talks were to take place between President Barack Obama, Vice-President Joe Biden and leaders of the Senate and House of Representatives.
The US government shutdown, also a result of the political deadlock, has now entered its third week.
Officials warn of economic calamity should the US default on its debt.
In a statement, the White House said Monday afternoon’s meeting had been postponed to “allow leaders in the Senate time to continue making important progress towards a solution that raises the debt limit and reopens the government”.
It is unclear when it will be rescheduled.

“And defaulting would have a potentially devastating effect on our economy.”

Expected to attend the White House meeting were Senate Democratic Majority Leader Harry Reid, Senate Republican Leader Mitch McConnell, Republican House Speaker John Boehner and House Democratic Minority Leader Nancy Pelosi.
On Monday, Harry Reid told the Senate he was “very optimistic we will reach an agreement”. Mr McConnell also expressed optimism, following what he described as “a couple of very useful discussions” with the Democratic leader.
Republican Senator Susan Collins acknowledged the Senate did not have a finished agreement, but said senators were “making very good progress”.
A separate bipartisan group led by Susan Collins also met for several hours earlier in the day to discuss possible solutions, the Associated Press news agency reported.
Congressional Democrats are now said to be using the looming debt ceiling deadline as leverage to push back against previously enacted cuts to the US government budget.

Cosmetics giant Avon Products has decided to close its French operations by the end of the month.

Andy Redwood said the child in the man’s arms had not been crying, nor looked in distress.
He added: “Whilst this man may or may not be the key to unlocking this investigation, tracing and speaking to him is of vital importance to us.
“This is far from our only line of inquiry and there will be e-fits released of other sightings as well, who we are equally keen to trace.
“These people were seen on the day of Madeleine’s disappearance and the days leading up to it.”

HTC One Max – its latest handset – has been announced a day earlier than planned after its details leaked on to the net.
The Android-powered One Max – which includes a fingerprint scanner and a 5.9 in screen – had been scheduled to be unveiled at a press conference in China on Tuesday.
The device is a larger “phablet-sized” version of its flagship model.
HTC’s original One was well-reviewed but has been outsold by Samsung’s Galaxy S4.
That helped cause HTC to post its first ever quarterly loss earlier this month.
The Taiwanese firm announced a deficit of just under 3 billion Taiwan dollars ($100 million) for its July-to-September quarter.
By contrast Samsung Electronics has forecast record profits for the same period.
HTC said it decided to abandon the restrictions it had placed on information about the One Max after a member of the media broke a Tuesday embargo placed on its specifications. A spokeswoman for the firm said she was unable to name the publication responsible.
The HTC One Max’s inclusion of a fingerprint scanner makes it the first and only Android handset to do so since the launch of Apple’s iPhone 5S in September, which included a similar component.
However, both were preceded by Motorola’s Atrix handset, released in 2011. It also included a scanner on its rear, but struggled to take accurate readings, leading the firm to ditch the feature in later models.

“The fingerprint scanner allows users to lock or unlock the screen and quickly launch up to three favorite applications by assigning an individual finger to each,” HTC said in a statement.
Apple’s software chief, Craig Federighi, recently told the Bloomberg news agency it had designed a “walled off” enclave on its custom-designed A7 processor to store iPhone owners’ fingerprint data to ensure the biometric information could not “escape”.
By contrast the new HTC handset uses an off-the-shelf Qualcomm Snapdragon 600 processor, but the firm offered the following assurance to consumers: “The fingerprint data is encrypted and stored in local memory and can’t be readily accessed or copied. The fingerprint data cannot be easily converted into any other form or used by a third party.”
However, one security expert suggested the firm still needed to provide more detail.
“The obvious question is: What kind of encryption is the company using?” said Alan Woodward, chief technology officer at the consultancy Charteris.
“The bottom line is that whenever your biometric data is being stored for security purposes it could potentially be misused.
“So, consumers will always want to be sure it is stored in such a way that if you lose the phone, it is hacked into or there’s some other kind of unauthorized access, that it can’t be readily obtained.”

“HTC does have a marketing problem – but it’s not the creative part that’s the issue, it’s the scale.
“It’s also worth bearing in mind that when you talk about Samsung’s marketing spend over half of the sum is below the line: sales commissions mostly. And this isn’t just an HTC-specific problem – it’s a problem that applies to LG, Sony, Motorola and others as well.”

According to US scientists, diamonds big enough to be worn by Hollywood film stars could be raining down on Saturn and Jupiter.
New atmospheric data for the gas giants indicates that carbon is abundant in its dazzling crystal form, they say.
Lightning storms turn methane into soot (carbon) which as it falls hardens into chunks of graphite and then diamond.
These diamond “hail stones” eventually melt into a liquid sea in the planets’ hot cores, they told a conference.
The biggest diamonds would likely be about a centimetre in diameter – “big enough to put on a ring, although of course they would be uncut,” says Dr. Kevin Baines, of the University of Wisconsin-Madison and NASA’s Jet Propulsion Laboratory.
Kevin Baines added they would be of a size that the late film actress Elizabeth Taylor would have been “proud to wear”.
“The bottom line is that 1,000 tonnes of diamonds a year are being created on Saturn.
“People ask me – how can you really tell? Because there’s no way you can go and observe it.

Kevin Baines presented his unpublished findings at the annual meeting of the Division for Planetary Sciences of the American Astronomical Society in Denver, Colorado, alongside his co-author Mona Delitsky, from California Speciality Engineering.
Uranus and Neptune have long been thought to harbor gemstones. But Saturn and Jupiter were not thought to have suitable atmospheres.
Kevin Baines and Mona Delitsky analyzed the latest temperature and pressure predictions for the planets’ interiors, as well as new data on how carbon behaves in different conditions.
They concluded that stable crystals of diamond will “hail down over a huge region” of Saturn in particular.
“It all begins in the upper atmosphere, in the thunderstorm alleys, where lightning turns methane into soot,” said Kevin Baines.
“As the soot falls, the pressure on it increases. And after about 1,000 miles it turns to graphite – the sheet-like form of carbon you find in pencils.”
By a depth of 6,000km, these chunks of falling graphite toughen into diamonds – strong and unreactive.
These continue to fall for another 30,000km – “about two-and-a-half Earth-spans” says Kevin Baines.
“Once you get down to those extreme depths, the pressure and temperature is so hellish, there’s no way the diamonds could remain solid.
“It’s very uncertain what happens to carbon down there.”
One possibility is that a “sea” of liquid carbon could form.
“Diamonds aren’t forever on Saturn and Jupiter. But they are on Uranus and Neptune, which are colder at their cores,” says Kevin Baines.
German Bishop Franz-Peter Tebartz-van Elst has flown – reportedly with a budget airline – to the Vatican in Rome to discuss his lavish spending.

As the storm weakened a vast relief operation got under way in Orissa and Andhra Pradesh states, where officials say up to one million were displaced.
Mass evacuations managed to keep the death toll to a bare minimum.

China’s consumer prices rose more than forecast in September 2013, fuelled mainly by a surge in food prices.
Prices rose 3.1% during September, from a year earlier, up from 2.6% in August, the National Bureau of Statistics said.
The bureau said that food prices rose 6.1% from a year ago due to the impact of national holidays, as well as droughts and floods in some regions.
Some analysts said that rising prices had reduced the chance of any major monetary policy moves by Beijing.
“The rise of consumer price index (CPI) inflation leaves little room for policy easing,” said Zhiwei Zhang, an economist with Nomura.
He added that prices were likely to rise further and that there was a risk the rate of inflation could even be above the government’s 3.5% target for some months in 2014.

China, the world’s second-largest economy, has been trying to recover from a recent slump which has seen its growth rate slow for two quarters in a row.
Its economy expanded by 7.5% in the April-to-June quarter from a year earlier – down from a growth rate of 7.7% in the previous three months.
There have been concerns that its growth rate may slow further in the coming months, not least because of a slowdown in demand for Chinese exports from key markets such as the US and Europe.
While there have been some indications in recent weeks that its growth may be on the mend, data released over the weekend triggered concerns over whether the recovery was sustainable.
China’s exports, a key driver of its growth, fell 0.3% in September from a year earlier, indicating that external demand continues to remain fragile.
Zhou Hao, an economist with ANZ in Shanghai, said the weak export numbers show that “the economy faces some downward pressures”.
Meanwhile, imports rose a more-than-forecast 7.4% from a year ago.
Non-Muslims cannot use the word “Allah” to refer to God, a Malaysian court has ruled overturning a 2009 lower court ruling.
The appeals court said that allowing non-Muslims to use the word would “cause confusion in the community”.
Christians argue that they have used the word in Malay for decades and that the ruling violates their rights.
The 2009 ruling sparked religious tensions and led to churches and mosques being attacked.
It came after the government said that a Catholic newspaper, The Herald, could not use the word in its Malay-language edition to describe the Christian God.
The newspaper sued, and a court ruled in their favor in December 2009. The government then launched an appeal.
Chief Judge Mohamed Apandi Ali said on Monday: “The usage of the word Allah is not an integral part of the faith in Christianity.”
“The usage of the word will cause confusion in the community,” he added.

The Herald editor Reverend Lawrence Andrew said he was “disappointed and dismayed”, and would appeal against the decision.
“It is a retrograde step in the development of law in relation to the fundamental liberty of religious minorities,” he said.
The newspaper’s supporters have argued that Malay-language Bibles have used “Allah” to refer to the Christian God since before Malaysia was formed as a federal state in 1963.
“Allah is a term in the Middle East and in Indonesia it is a term both for Christians and Muslims. You cannot say that in all of the sudden it is not an integral part. Malay language is a language that has many borrowed words, Allah also is a borrowed word.”
However, some Muslim groups have said that the Christian use of the word “Allah” could be used to encourage Muslims to convert to Christianity.
“Allah is not a Malay word. If they [non-Muslims] say they want to use a Malay word they should use Tuhan instead of Allah,” said Zainul Rijal Abu Bakar, a lawyer representing the government.
Dozens of churches and a few Muslim prayer halls were attacked and burned in the wake of the 2009 ruling, highlighting the intensity of feeling about issues of ethnicity and faith in Malaysia.
Some Malaysians believe the governing Malay-Muslim party is using the case to boost its Islamic credentials among voters.
Malay Muslims make up almost two-thirds of the country’s population, but there are large Hindu and Christian communities.

Oscar Hijuelos’s agent, Jennifer Lyons, said he had died of a heart attack in New York City while playing tennis.
The Cuban-American writer won the Pulitzer Prize in 1990 for his second novel, The Mambo Kings Play Songs of Love, which was later adapted as a Hollywood film.
Like many of his novels, it focused on the lives of immigrants and their quest for the American dream.
Oscar Hijuelos was born in New York City in 1951 to Cuban immigrant parents.

MasterChef finalist Josh Marks was found fatally shot Friday night in a suicide, authorities said.
Police responded to a call of a body found at 6:45 p.m. Friday in the 9700 block of South Peoria Street in the city’s Longwood Manor neighborhood and found Marks lying face up on the ground, unresponsive and bleeding from the head. Fire department personnel were already there.

At least 89 Indian pilgrims, mostly women and children, have been killed in a stampede at a Hindu festival in Madhya Pradesh state, local officials have said.
Many were crushed after panic broke out on a bridge near the Ratangarh temple in Madhya Pradesh state. Others died when they jumped from the bridge.
Officials said the stampede may have been sparked by a rumor that the bridge was about to collapse.
Hundreds of thousands had gathered near the town of Datia for the festival.
The narrow bridge is about 500 m long, and had only recently been rebuilt following another stampede in 2007.

Madhya Pradesh health minister Narottam Mishra said 89 people were confirmed to have died.

Other reports suggested that police sparked panic by using batons to control the crowd.
Officials said the dead included 42 women, 30 children and 17 men.
Emergency crews and specialist divers were still searching the river for bodies.
Local official Sanket Bhondve said the immediate priority was to provide relief to those injured.
The accident happened at about 09:00, but information was slow to emerge because the temple is in a remote area with erratic mobile-phone coverage.
Hindu festivals in India are notorious for deadly stampedes.
Gunmen have abducted six of the International Committee of the Red Cross (ICRC) workers and one Red Crescent volunteer in north-west Syria.
The aid agency has had no contact with the gunmen, an ICRC spokesman says.
Earlier, Syrian state media said gunmen had opened fire on Red Cross staff travelling on the road between Sirmin and Saraqeb in Idlib province.
The ICRC says it has been struggling to gain access across Syria to provide aid to injured and displaced people.
“I am able to confirm that six ICRC staff members and one Syrian Arab Red Crescent volunteer have been abducted near Idlib in north-western Syria,” ICRC spokesman Ewan Watson told Reuters.

“We are calling for their immediate and unconditional release of this team which was delivering humanitarian assistance to those most in need – and we do that on both sides of the frontlines,” he said.

Syrian state news agency Sana earlier quoted an unnamed official as saying the workers were abducted and taken to an unknown location after gunmen blocked their path and shot at their convoy.
Ewan Watson was unable to confirm whether or not shots had been fired, but he said the team’s vehicles were also missing.
An ICRC statement said the vehicles they were travelling in had been clearly marked with the Red Cross emblem, “which is not a religious symbol”.
Another ICRC spokesman, Simon Schorno, told Associated Press the attack took place at around 11:30 on Sunday as the team was returning to Damascus.
Simon Schorno said the team had been in the field since October 10 to assess the medical situation and deliver aid in what he described as “a difficult area to go in”.
It is not yet clear who carried out the kidnapping, but Syrian state TV blamed it on what it called “armed terrorists” – a term it frequently uses to describe anti-government rebels.
On Saturday, the Syrian government began the evacuation of around 1,500 civilians, mainly women and children, from a rebel-held Damascus suburb besieged by the army for months.
Many of those coming out of Muadhamiya, south-west of Damascus, were said to be exhausted and traumatized.
